The North Yorkshire Council is seeking a developer to deliver extra care housing on a Council-acquired site on Eshton Road in Gargrave. The requirement combines construction with long-term housing operation and care-service delivery. The developer must deliver the design and build, arrange finance, and operate the scheme and its services, either directly or through collaborative arrangements with other organisations. The development is intended to provide extra care housing, with care and support through a Flexicare service. The Council invited offers through a competitive flexible procedure under the Procurement Act 2023. The process has three stages: conditions of participation, an invitation to tender, and a presentation. The participation deadline was 5 November 2026 at 12 noon; tender submissions were due by 29 January 2027 at 12 noon, with enquiries accepted until 14 January 2027 at 5 pm. Presentations were scheduled for 21 April 2027, and the award decision was due by 26 May 2027. The anticipated contract period runs from 1 July 2027 to 30 June 2054; the scheme was intended to be operational by autumn 2029, subject to planning approvals. The estimated scheme value is £28.8 million including VAT. Potential subsidy of £0 to £1.8 million including VAT is not guaranteed. One lot is evaluated on quality and price, including design, care delivery, funding, staffing, and proposed costs.

This opportunity is suited to a developer with the financial capacity, expertise and delivery responsibility to lead a substantial extra care housing scheme over the long term. Relevant strengths include designing and building housing for older people and people living with dementia, cognitive impairment or disabilities; arranging project finance; and operating accommodation alongside care and support services. The Council will assess how proposals address site accessibility, planning and partnership risks, safety, sustainability, affordability, technology-enabled care, independence and adaptation, maintenance, staffing, business continuity and community integration. Suppliers should be able to demonstrate sound arrangements for working collaboratively with commissioners, involving residents meaningfully, managing performance and planning for future needs. Collaborative bids or delivery partnerships are contemplated, including arrangements where the developer leads other organisations. Proposals are also assessed on council funding per nomination right, weekly occupancy costs and weekly care-service costs.

However, any subsidy requested is not guaranteed and any Application will be assessed in accordance with Volume 5 Subsidy Scheme Conditions. Indicative start on site date of 01 July 2027 to allow for the scheme to be operational by Autumn 2029. Please note that dates are indicative and may change subject to planning approvals.
