Summary of the contracting process

The North Yorkshire Council is procuring the design, construction, financing, operation and service delivery of an extra care housing scheme at Cardale Park, Otley Road, Harrogate. The lead organisation will either deliver the whole scheme or lead collaborative arrangements with other organisations. The requirement combines construction work with health and social care services, including accommodation and care provision for older people, people living with dementia, cognitive impairment or other disabilities, and residents needing independence-supporting adaptations. The scheme is intended to provide attractive, safe and secure homes, technology-enabled care, scheduled maintenance, community integration and activities. The work is delivered in Harrogate, North Yorkshire, and is suitable for organisations able to combine development, housing and care expertise.

The procurement has reached tender: the Council invited offers through an open competitive flexible procedure under the Procurement Act 2023. Stage 1 participation and conditions-of-participation submissions were due by 21 September 2026 at 12 noon; only qualifying lead organisations proceed to Stage 2. The Stage 2 tender deadline is 30 November 2026 at 12 noon, with questions due by 16 November 2026 at 5pm. Stage 3 presentations are due by 16 February 2027 at 12 noon and are scheduled for 23 February 2027. The contract period is 3 May 2027 to 31 August 2054, with an indicative start on site of 1 September 2027 and operation planned for autumn 2029. Estimated value is £36m including VAT, including potential subsidy of £0–£2.25m, which is not guaranteed. One lot is evaluated on quality and price, with selection based on economic and technical criteria.

This opportunity suits a lead organisation with the financial strength and capacity to finance and develop a major extra care housing scheme, together with the expertise to operate it and deliver health, care and support services over the long term. Relevant suppliers may include integrated developers, registered housing providers, care operators, construction businesses and partnerships combining these capabilities. Bidders need credible approaches to planning, design, construction, maintenance, funding, staffing, recruitment and retention, business continuity and supply-chain resilience. Experience of supporting people living with dementia, cognitive impairment or disabilities, designing accessible and adaptable accommodation, and delivering technology-enabled care will be important. The Council also seeks collaborative working, meaningful involvement of clients, community integration, sustainability, affordability, equality, health and safety, and wider social, economic and environmental benefits.

Notice Description

The Council has acquired a site on Cardale Park, Otley Road, Harrogate for the development of extra care housing. The Lead Organisation will have the capacity, expertise and responsibility for delivering (or leading collaborative arrangements with other organisations to deliver) the following: * Design and build * Finance * Scheme operation and service delivery The value of the scheme is anticipated to be approximately PS36,000,000 including VAT. The potential subsidy value of the scheme is anticipated to be approximately PS0 - PS2,250,000 including VAT. However, any subsidy requested is not guaranteed and any Application will be assessed in accordance with Volume 5 Subsidy Scheme Conditions. The contract duration is anticipated to be 27 years and 2 months from 01 May 2027 to 31 August 2054, with an indicative start on site date of 01 September 2027 to allow for the scheme to be operational by Autumn 2029.
