Summary of the contracting process

North Ayrshire Council procured lift-maintenance services for passenger, platform and goods lifts in its housing and non-housing properties across the North Ayrshire area, including the Isle of Arran and the Isle of Cumbrae. The work covers planned inspections, servicing, testing and certification, as well as reactive and emergency repairs. It includes a 24-hour emergency call-out service operating 365 days a year. The requirement is classified as lift-maintenance services (CPV 50750000). The council is the buyer, with delivery across its property estate and associated public buildings. Two intended workstreams covered housing properties and non-housing properties, although both original lots were subsequently marked cancelled while awards and active contracts were recorded for each workstream.

The procurement reached completion through an open procedure, with award decisions dated 17 March 2026 and contracts signed on 2 June 2026. Jackson Lift Services Limited was awarded the non-housing workstream for £175,816.53 and the housing workstream for £178,680.39, both in GBP. Each contract is active and runs from 1 July 2026 to 30 June 2029, with an option, at the council’s discretion, to extend by up to 24 months subject to performance and funding. Evaluation was 60% price and 40% quality. Suppliers needed current Lift and Escalator Industry Association membership, at least £80,000 annual relevant turnover for the previous three years, specified insurance cover, and two comparable recent examples with satisfactory references.

This award shows established demand from North Ayrshire Council for a specialist lift contractor able to cover both housing and non-housing estates, including island locations and continuous emergency response. A credible future competitor would need current Lift and Escalator Industry Association membership, the capacity to provide planned maintenance, statutory inspection, testing, certification, reactive repairs and round-the-clock call-outs, and experience of contracts of comparable value, size and scope. The qualification standard also favours suppliers able to demonstrate two recent customer references, maintain robust financial standing and carry substantial employer’s, public and product liability insurance. Quality, health and environmental management systems are important, with recognised certification or documented equivalent policies accepted. The competition attracted seven bids for each workstream, including five SME bids.
