Summary of the contracting process

Hertfordshire County Council is buying reablement services for people in their own homes across Hertfordshire. The service provides short-term support after hospital discharge, illness or an acute episode, and for people new to care. Its purpose is to restore confidence and independence, prevent long-term dependency and help people remain at home. Support is normally provided for up to four weeks, or six weeks in exceptional circumstances, without charge and without a Care Act eligibility assessment. The procurement is divided into 11 geographical lots covering Welwyn Hatfield, Stevenage, Broxbourne, East Hertfordshire, Three Rivers, Watford, Hertsmere, Dacorum West, Dacorum East, St Albans South and St Albans North. One provider will serve each lot area, with delivery throughout Hertfordshire.

The process has reached tender: the Council invited offers through an open procedure. Questions had to be submitted by 25 September 2026 at 12 noon, and tenders had to be submitted electronically by 8 October 2026 at 12 noon. The planned contract period is 1 April 2027 to 31 March 2030, with an option to extend for up to two further years, ending no later than 31 March 2032. The published total value is £44,092,982 excluding VAT, or £52,911,580 including VAT. Individual lot values excluding VAT range from £1,517,032 for Dacorum West to £6,191,328 for Watford. Evaluation is based on 80% quality and 20% price. Economic and technical selection criteria apply, and the award decision is due by 4 January 2027.

This opportunity suits established reablement, domiciliary care and social care providers able to deliver short-term, outcome-focused support in people’s homes. Suppliers should be able to help individuals regain confidence and independence after hospital discharge, illness or other acute episodes, while responding flexibly to changing demand. The requirement is suitable for SMEs and voluntary, community and social enterprises. Providers can compete for the geographical areas that match their operational coverage, although no single provider may win more than four lots. Capacity to staff and manage a local service across the chosen area will be important. The resulting contract will be executed as a deed. Bidders will also need to protect confidential TUPE employee liability information and comply with data protection requirements.

Hertfordshire County Council is currently out to procurement for the Provision of Reablement Services. Reablement Services provide short-term support to Individuals in their homes. This can be following hospital discharge, illness, or acute episode, or for people who are new to care. Reablement Services aim to restore confidence and independence. The Council takes a "Reablement First" approach meaning that everyone new to care is considered for the service and should only be opted out where Reablement is not deemed to be the appropriate service. These services are provided for up to four weeks (six in exceptional circumstances), are non-chargeable and are delivered without a Care Act eligibility assessment, helping to prevent long-term dependency. There will be one Reablement Provider for each lot area. A maximum of 4 lots will be awarded to a single Reablement Provider. Hertfordshire County Council's Commissioning for Older People Team is undertaking preliminary market engagement (PME) in relation to Lead Provider contracts delivered across Hertfordshire for Reablement and Support at Home. The current contracts are due to expire on 31 March 2027, and the Council intends to undertake a full procurement process during 2026.
