Wigan Council is seeking a long-term partner for electric vehicle charging infrastructure in council-owned car parks across the borough of Wigan. The requirement is an end-to-end service covering the supply, installation, operation and maintenance of charging equipment, together with customer service. It includes a mix of charging devices to meet the needs of residents, businesses and visitors, with the aim of increasing the number, range and accessibility of public charging points. The work combines electrical equipment supply, charger provision, electrical installation and ongoing infrastructure services. This is a services requirement with associated works, delivered in public car parks owned by the council. The procurement has reached tender: Wigan Council invited offers through an open competitive flexible procedure. The process comprises a compliance and ITT review, including declarations, the Procurement Specific Questionnaire, quality and social value questions and commercial evaluation; negotiation and selection of a preferred bidder may follow if required. Contract-related clarification questions were due by 19 October 2026 at 12 noon, and general clarification questions by 16 November 2026 at 12 noon. Tender submissions were due by 30 November 2026 at 12 noon and were to be uploaded electronically through The Chest Procurement Portal. The contract period is 1 July 2027 to 30 June 2040, with options for two further 12-month extensions, ending by 30 June 2042. The estimated value is £110 million excluding VAT, or £132 million including VAT. Evaluation is 70% quality and social value and 30% price. An award decision was due by 26 April 2027.
