Summary of the contracting process

Jisc Services Limited plans an open framework for digital assessment and feedback products used by education providers. It covers six areas: end-to-end assessment platforms for creating, delivering, marking and moderating assessments, with feedback and analytics; plagiarism detection and academic integrity tools; remote invigilation; lockdown browsers and secure assessment environments; learner ePortfolios; and automated or assisted marking, grading and feedback. The framework is intended to support secure, effective and learner-centred assessment across digital and hybrid settings, including paper-to-digital workflows where supported. The products are for use across the United Kingdom. Suppliers may be relevant in one or more of these distinct areas, from assessment software platforms to specialist integrity, security, proctoring, portfolio or grading tools.

This procurement is at the planning stage: Jisc has set out its intention and is preparing tender documents; no invitation to tender has been issued. The buyer expects to publish the tender on 26 October 2026, with bids anticipated by 26 November 2026 and an award decision by 1 December 2026; the timetable is provisional and subject to change. The framework is expected to start on 1 December 2026 and run to 30 November 2029, with a possible maximum extension to 30 November 2034. It is planned as an open framework, reopened at least once in the first three years and again in the following five-year period. The stated estimated value is £30 million excluding VAT (£36 million including VAT). Each of the six lots carries the same stated estimate; these figures are not summed here. Quality is weighted at 60% and price at 40%.

The framework is suited to suppliers with established education technology products and the capacity to support assessment in digital and hybrid learning environments. Relevant specialisms range from full assessment platforms to plagiarism and academic-integrity checking, remote invigilation, secure testing environments, ePortfolios, and automated or assisted grading and feedback. Jisc’s anticipated quality assessment covers accessibility, interoperability and portability, functional requirements, pilots and proof of concept, artificial intelligence, environmental sustainability, implementation and onboarding, change support, product development and responsiveness, international collaboration and social value. The buyer also anticipates checking financial standing and insurance, data protection, information security, modern slavery, environmental management, quality management and business continuity. Suppliers should use the planning period to review draft scope, functional requirements, pricing and SaaS agreement materials and consider providing feedback; participation in that engagement is voluntary and does not affect later bidding.

** please note that the esitmated date of publication for this tender has been amended to 26/10/2026, though this remains subject to change ** Further to our earlier UK2 notice, Jisc Services Limited (JSL) is nearing finalisation of tender documentation for the creation of a framework providing high-quality assessment and feedback solutions that support effective, secure, and learner-centred assessment practices. This UK3 notice is designed to better prepare interested vendors ahead of the live tender, providing details on tender process, anticipated timetables, and award criteria. Further, we are also encouraging vendors to provide feedback on some of the intended tender pack, namely drafts of; - the scope of requirements schedule - the functional requirements - the pricing schedule - the Jisc SaaS agreement (from which the framework agreement will be based upon) Versions of these documents are available for download via the JSL eProcurement system, and where the vendor chooses to respond, should be returned with annotation via the same system. All comments provided will be reviewed and JSL will use these to refine the tender pack as deemed appropriate. A response is not mandated and will not affect vendors from tendering a bid in due course. Please note that *all* information provided at this stage is given in good faith, based upon best estimates but is subject to change.

Digital Assessment Platforms:

End-to-end digital assessment solutions that support assessment creation, delivery, marking, moderation, feedback and analytics across digital and hybrid assessment environments, including paper-to-digital workflows where supported.

Renewal: This will be run as an Open framework. JSL shall reopen the Framework in accordance with Section 49 of the Procurement Act 2023 and intends at a minimum of once within the first three (3) years, and at least once more in the successive five (5) year period. The Authority may, at its sole discretion, elect to reopen the Framework no more than once in any rolling twelve-month period from the Commencement Date.

Originality and Academic Integrity Tools:

Tools that support plagiarism detection, text similarity checking, and broader academic integrity workflows.

Renewal: This will be run as an Open framework. JSL shall reopen the Framework in accordance with Section 49 of the Procurement Act 2023 and intends at a minimum of once within the first three (3) years, and at least once more in the successive five (5) year period. The Authority may, at its sole discretion, elect to reopen the Framework no more than once in any rolling twelve-month period from the Commencement Date.

Standalone Secure Assessment Solutions - Online Proctoring and Remote Invigilation

Solutions providing live, recorded or AI-assisted remote invigilation and candidate monitoring for online assessments.

Renewal: This will be run as an Open framework. JSL shall reopen the Framework in accordance with Section 49 of the Procurement Act 2023 and intends at a minimum of once within the first three (3) years, and at least once more in the successive five (5) year period. The Authority may, at its sole discretion, elect to reopen the Framework no more than once in any rolling twelve-month period from the Commencement Date.

Standalone Secure Assessment Solutions - Lockdown Browsers and Secure Assessment Environments

Solutions that restrict access to applications, websites and system functions during digital assessments to provide a secure testing environment.

Renewal: This will be run as an Open framework. JSL shall reopen the Framework in accordance with Section 49 of the Procurement Act 2023 and intends at a minimum of once within the first three (3) years, and at least once more in the successive five (5) year period. The Authority may, at its sole discretion, elect to reopen the Framework no more than once in any rolling twelve-month period from the Commencement Date.

Learner-Centred ePortfolio Solutions:

Directly purchasable ePortfolio systems that enable learners to collect, reflect on, and present evidence of learning, with integrated assessment and feedback functionality.

Renewal: This will be run as an Open framework. JSL shall reopen the Framework in accordance with Section 49 of the Procurement Act 2023 and intends at a minimum of once within the first three (3) years, and at least once more in the successive five (5) year period. The Authority may, at its sole discretion, elect to reopen the Framework no more than once in any rolling twelve-month period from the Commencement Date.

Automatic Feedback and Grading Systems:

Solutions that automate or enhance assessment marking and feedback through rule-based, AI-assisted or machine-assisted technologies. These solutions may support formative or summative assessment by providing automated feedback, grading assistance, rubric-based marking or subject-specific assessment.
