Improvement Partner Liverpool Children and Young People's Service
Notice Description
Liverpool City Council has awarded a contract for the provision of an Improvement Partner to support its Children and Young People's Services. The contract value is PS224,921 (excluding VAT). The services to be delivered include the provision of strategic and operational improvement support to drive sustainable transformation across Children's Services. This includes undertaking diagnostic analysis; developing and co-producing evidence-based business cases; delivering financial planning, modelling, and savings proposals; supporting commissioning and market shaping activity; and implementing improvement initiatives to achieve measurable outcomes for children, young people, and families. The Improvement Partner is required to work in a phased approach, including: (i) diagnostic and evidence gathering; (ii) development of prioritised, costed transformation plans and business cases; and (iii) delivery of a final implementation roadmap to support ongoing improvement beyond the contract term. The services will be supplied through a combination of on-site and remote delivery, with the provider operating as an embedded partner within the Council. This includes close collaboration with internal teams and engagement with external stakeholders such as NHS partners, care providers, commissioners, and government bodies. The contract also requires structured knowledge transfer and skills development to ensure that capability is retained within the Council following completion of the contract.
