        "description": "Overview The Contracting Authority requires the design, supply and installation of tank cover systems for wastewater and water treatment assets. As part of its AMP8 Net Zero Investment Programme, the Contracting Authority intends to deliver Cover and Treat solutions across approximately 23 sites (subject to change) to reduce process emissions by approximately 19,618 tCO2e. Hafren Dyfrdwy also has an AMP8 regulatory commitment to deliver a Cover and Treat solution at one site, contributing a further reduction of approximately 411 tCO2e. The scope includes Activated Sludge Plant (ASP) lanes and Liquor Treatment Plant (LTP) tanks associated with wastewater and sludge treatment processes. These assets operate continuously and contain biologically active, aerated liquors that generate off-gases during normal operation. Any proposed tank cover solution must be suitable for installation over live operational treatment assets and must not adversely affect process performance, operation, maintenance activities or access requirements. The final number, size and location of sites may be subject to change and will be defined within the procurement documents. Anticipated Scope of Contract The successful suppliers will be required to design, manufacture, supply, deliver, install, test and commission impermeable tank cover systems for Activated Sludge Plants (ASPs) and Liquor Treatment Plants (LTPs). The anticipated scope includes all activities necessary to provide a complete and operational tank cover solution, including design development, calculations, drawings, fabrication, quality assurance, delivery, installation, testing, commissioning, operation and maintenance documentation and warranties. The successful suppliers will be expected to assess the suitability of existing tank structures to support the proposed cover system, including consideration of structural condition, load paths, connection methodology and access requirements. Intrusive investigations and structural remediation works are not currently anticipated to form part of the scope unless specifically instructed. The successful suppliers will be required to work collaboratively with the Contracting Authority and its appointed designers to define interfaces between the tank cover system and any future extraction or treatment systems. The design and delivery of such extraction and treatment systems, including extraction fans, ductwork and treatment processes, is not expected to form part of this contract.",

Evaluation may include, but is not limited to, legal standing, economic and financial standing, insurance, health and safety, risk management, quality assurance, environmental management systems (EMS), corporate responsibility, social value, information security, national security requirements, electronic ordering and payment capability, and relevant experience. The Contracting Authority reserves the right to shortlist suppliers to progress to Stage 2. It is anticipated that a minimum of seven (7) suppliers will be shortlisted, although the Contracting Authority reserves the right to vary this number. Stage 2 - Request for Proposal (RFP) Shortlisted suppliers will be invited to submit detailed proposals in response to the Contracting Authority's requirements. Tender submissions will be evaluated in accordance with the award criteria and methodology set out in the tender documents. Shortlisted Suppliers will be expected to attend site visits during the RFP period. Following evaluation of the written proposals, the Contracting Authority reserves the right to shortlist suppliers to progress to subsequent stages of the procurement. Stage 3 - Presentations Following evaluation of the written RFP submissions, shortlisted suppliers may be invited to deliver presentations, demonstrations and/or participate in question-and-answer sessions. Information provided during this stage may be taken into account as part of the overall tender evaluation process. The Contracting Authority reserves the right to further shortlist participating suppliers following this stage. Stage 4 - Clarification and/or Negotiation The Contracting Authority reserves the right to conduct written and/or verbal clarification meetings and negotiations with some or all participating suppliers. Negotiations may cover all aspects of the submitted proposals. The Contracting Authority reserves the right to conduct one or more rounds of clarification and/or negotiation and may further reduce the number of suppliers participating in the process at any stage. Stage 5 - Best and Final Offer (BAFO) Following any clarification and/or negotiation stages, shortlisted suppliers may be invited to submit a Best and Final Offer (BAFO). Such submissions should reflect the outcomes of discussions held during the procurement process and represent the supplier's final tender submission. Stage 6 - Final Evaluation and Contract Award Where requested, BAFO submissions will be evaluated in accordance with the published award criteria. The Contracting Authority reserves the right to award the contract on the basis of the initial tenders received, without undertaking presentations, clarifications, negotiations or requesting BAFO submissions, where it considers this to be appropriate.
