Summary of the contracting process

On 16th February 2026, the LHC Procurement Group for the Welsh Procurement Alliance (WPA) initiated a planning process for developing a Windows and Doors Framework (WD3). This public procurement process, categorised under works, addresses the industry of windows, doors, and related installation components. The procurement encompasses several lots, specifically PVC-U, timber, and aluminium-clad timber windows and doors, spanning the entire United Kingdom. A pre-market engagement is scheduled with a due date of 2nd March 2026 to gather input from the market, refining the framework's scope, lotting structure, and technical requirements. The framework agreement sets forth a contract period from August 2026 to July 2030, with the possibility of renewal extending until August 2031. Further developments in this procurement process are anticipated, with a future notice date set for 15th April 2026.

This procurement process presents significant opportunities for businesses specialising in the window and door sector, particularly those focused on innovation and advanced materials. Companies with expertise in high-performance and enhanced-security products, heritage-compliant designs, and advanced glazing solutions will find this tender appealing. The framework accommodates SMEs, offering avenues for smaller enterprises to compete and deliver services across various lots. Active participation in the pre-market engagement can help inform businesses of emerging regulatory requirements and potential for product and service innovation, allowing them to align their offerings with future procurement needs and thereby fostering business growth.
