Contracting Authorities may award contracts by either conducting a mini-competition among all capable appointed suppliers within the relevant Lot and region or by direct award, where an appointed supplier is identified as best meeting the project requirements in accordance with defined criteria. Pricing is determined through a Schedule of Rates and associated overheads and profit submitted at tender stage, which are combined to produce a project cost for evaluation. Evaluation is undertaken on the basis of the most advantageous tender, using a balance of quality and price to ensure sustainable delivery and value for money.
