Summary of the contracting process

The NHS Wales Shared Services Partnership-Procurement Services, hosted by Velindre University NHS Trust, is in the planning stage for the Service User and Carer Involvement Service contract. This initiative focuses on psychiatrist or psychologist services within the mental health sector, particularly for the Cardiff and Vale of Glamorgan region. As outlined under the Health Services (Provider Selection Regime) (Wales) Regulations 2025, the contract aims to strengthen the representation of service users and carers through co-production, training, and involvement in service planning. The procurement process will follow the Most Suitable Provider approach, with future notices expected by 4th March 2026. Interested parties should note that the Public Contracts Regulations 2015 and Procurement Act 2023 do not apply.

This tender presents significant opportunities for third-sector organisations specialising in mental health services. The focus on recovery-oriented, person-centred care underlines the necessity for providers with a solid community presence, experience, and the capability to meet Welsh language compliance, governance, and engagement standards. Organisations adept in capacity building, information sharing, and structured involvement will find themselves well-placed to contribute to growing demands and policy alignment at both local and national levels. This procurement process offers a sustainable pathway for businesses to expand their operations within the mental health service framework, particularly in regions experiencing higher demand.

Lot Information

Lot 1

The Service User and Carer Representation Service is a specialist third sector-led model designed to strengthen the voice and influence of people with lived experience of mental health issues, and their carers, across Cardiff and the Vale of Glamorgan. The service provides structured opportunities for meaningful involvement in the planning and review of mental health services, alongside training, capacity building, information sharing and signposting. Operating within a context of rising demand and strong national expectations around co-production, the service plays an essential role in supporting recovery-focused, person-centred care. Delivery is typically undertaken by experienced local third sector organisations with strong community presence, though challenges such as workforce capacity and financial sustainability remain. Providers must demonstrate robust governance, accessibility, Welsh language compliance and high-quality engagement practice. Overall, this is a specialised and essential service area with growing demand and clear alignment to local and national mental health policy.
