Summary of the contracting process

Notice Description

The extant Airfield Clearance contracts were placed over three seperate contracts which expired on 31 March 2026. The three contracts were competitively let, and the Authority has now combined the three contracts into one as part of this extension. The contract ihas been extended to avoid a capability gap whilst the Authority runs a competition. The contracts cover the in-service support of Airfield Surface Sweeping Vehicles, Snow Clearance Vehicles and Liquid Airfield De-Icier Sprayers. The support includes repairs, maintenance and spares procurement. Procurement reference was 715559472 replaced by 715843480.

Procurement Information

The Support Capabilities and Commodities Team within Defence Equipment & Support (DE&S), part of the Ministry of Defence, intends to award a contract to AEBI Schmidt UK Limited (AEBI Schmidt) for the provision of spare parts and the continued repair and maintenance of Airfield Surface Sweeping Vehicles, Snow Clearance Vehicles and Liquid Airfield De-Icier Sprayers (the Vehicles) which are used to maintain airfields. The contract will be for a term of 1 year with the option to extend for a further year, and has an estimated value of PS2.5 million (PS3 million inclusive of VAT). It is considered that this contract can be awarded under Section 41 of the Procurement Act 2023 because the direct award justification specified in paragraph 6 of Schedule 5 (single supplier - technical reasons) applies. This is because AEBI Schmidt is the Original Equipment Manufacturer (OEM) of the existing Vehicles and has supported them since they were introduced into service in 2007. Only the OEM has the necessary technical understanding of the Vehicles and access to the specialist parts needed to satisfy the requirement within the required timeframe. There are no reasonable alternatives.
