Summary of the contracting process

The City of London Corporation, as lead commissioner and accountable body, commissioned inpatient detoxification and stabilisation services for the Pan-London Substance Use Programme. The service provides specialist inpatient and residential beds for medically assisted withdrawal, supporting London residents and people sleeping rough or at risk of rough sleeping. It is intended to meet varied and complex needs, improve equitable access for London local authorities and distribute bed capacity across London and the surrounding area within the M25. A proportion of the capacity is to be block-booked to provide stability and guaranteed access. The work is health and hospital-related services, delivered for a pan-London population, with provision focused on London and the area around it.

The procurement is complete and a supplier has been selected through an open competitive process under the Provider Selection Regime. Framework Housing Association was selected on 22 September 2026, with an awarded value of £4,527,275.66 excluding VAT (£5,432,730.79 including VAT). The award covers the period from 1 January 2027 to 31 December 2029. The tender’s estimated value was £7,950,000 excluding VAT (£9,540,000 including VAT). Six valid bids were recorded. Evaluation weighted technical quality at 55%, responsible procurement at 15% and commercial considerations at 30%; the selected provider achieved the highest overall score following moderation. The procurement documents also set out a contract period ending 31 December 2030, while the award specifies the shorter period ending 31 December 2029.

This outcome demonstrates demand for providers able to deliver complex health and social care through specialist inpatient and residential medically assisted withdrawal beds. To compete credibly when this requirement returns, providers are likely to need suitable clinical and residential capacity, the ability to support people with diverse and complex needs, and a service model that enables equitable access across London and nearby areas. Experience working with local authorities, compliance with the Corporation’s London IPD Framework Model requirements and a strong customer-service approach were identified as relevant capabilities during market engagement. The award was assessed on technical quality and responsible procurement as well as price, so suppliers will need to demonstrate a well-developed delivery model and responsible practice alongside commercial value. The opportunity was considered suitable for SMEs.

Notice Description

The City of London Corporation (the Contracting Authority ), as the Lead Commissioner, and Accountable Body, is seeking to commission Provider organisations with demonstrable experience in delivering complex health and social care services to deliver Inpatient Detoxification and Stabilisation (IPD) beds. This model will support both London residents and individuals who are sleeping rough or at risk of sleeping rough. Building on the existing Pan-London Substance Misuse Programme, the Provider/s will help realise the City's ambition to: * Establish long-term, sustainable, and geographically dispersed IPD provision that effectively meets diverse and complex client needs; and * Deliver equitable, pan London access to IPD beds for all London Local Authorities. This initiative represents a significant opportunity to collaborate with partners across London to transform the delivery model for Inpatient Detoxification and Stabilisation (IPD) service. The aim is to create accessible, inclusive and responsive IPD delivery that supports health inclusion groups and contributes meaningfully to reducing health inequalities across the capital. The IPD provision will deliver a broad range of care to meet diverse and complex client needs. A key feature of the IPD service will be the strategic distribution of IPD bedspaces to support equitable access with a particular emphasis on increasing availability within London and surrounding region of M25 The model will encompass: * Specialist inpatient medically assisted withdrawal beds * Residential medically assisted withdrawal beds. To provide the required stability and guaranteed access, block booking of a proportion of IPD bed capacity will be essential.[JG3.1] This is a Provider Selection Regime (PSR) intention-to-award notice under the Competitive Process for the purposes of Regulation 11 (9) of the PSR . The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023 as amended by Regulation 28 of the Procurement Act 2023 ( Consequential and Other Amendments) Regulations 2025. The publication of this notice marks the start of the 8 working day mandatory standstill period. which will be introduced the day after this notice is published. Written representations by providers must be made to decision makers before midnight on the 6th October 2026 . The contract has not yet formally been awarded. This notice serves as an intention to award to the chosen provider under the Competitive Process of the PSR. Approval has been obtained in accordance with the Contracting Authority's own internal governance to award the contract to the chosen provider via the Competitive Process of the PSR. The decision-makers reasons for selecting the chosen provider were identified via a full competitive tender process of the PSR through assessing the bidders' responses to the Technical/Responsible Procurement key criteria which was set out on the ITT documentation. Following moderation of bids, the chosen provider achieved the highest overall score. In accordance with Regulation 21 of the PSR, any potential conflicts of interest have been considered, there are no conflicts of interest to declare. Where any conflicts of interest may arise during the contract the Contracting Authority will manage any conflicts in accordance with the Contracting Authority's own internal governance.

Suppliers declaring their interest must have, in order to participate in the live event: • An understanding of what the City of London Corporation (“the City”) is aiming to deliver. • An experience of working with Local Authorities. • Capability to comply with the Corporation’s requirements for the London IPD Framework Model. • An excellent approach to customer service, For the avoidance of doubt, this notice is for the purpose of conducting a Preliminary Market Engagement (PME) exercise and will not formally begin the procurement or constitute any commitment by the City of London Corporation to undertake any procurement exercise. Participation in the PME will be at each organisations own cost. No expense in responding to this PME will be reimbursed by the City. Preliminary Market Engagement (PME) PME in this case is where the City, at an early stage in the development of its proposals but prior to formulating any formal procurement opportunity, seeks input from the market as to what might be the most attractive way of packaging and scoping a future procurement opportunity. This exercise will provide an opportunity for the City to obtain insight into how participants might approach the delivery of the service in question. It also gives a useful early insight into the likely level of interest in a proposed project from that market. Participants must also note that a response to this notice does not guarantee an invitation to participate in this or any future procurement that the City may conduct, nor that the City will procure any such supply and services or accept any proposals offered. Any Procurement of the supply and services by the City will be carried out strictly in accordance with the Procurement Act (PA23). As stated above, the outcome of the PME exercise (Teams Live Event) will inform an options appraisal with recommendations. Not participatoing in this PME event will not prejudice any supplier from any future procurement exercise.
