Summary of the contracting process

The procurement process, initiated by The Mayor and Commonalty and Citizens of the City of London, involves a forthcoming opportunity concerning the "Pan London Substance Use Programme - London Inpatient Detoxification and Stabilisation (IPD)". This initiative, categorised under services in the health and social care industry, is currently at the planning stage. The procurement process involves conducting Preliminary Market Engagement (PME) to gather insight and interest from prospective suppliers regarding the proposed delivery model. The process includes significant milestones, with an engagement due date set for 2nd March 2026. This early stage engagement seeks to establish long-term provision of IPD beds across London, potentially valuing £2.3 million per year over a three-year contract, totaling £6.9 million. The IPD services are aimed at supporting London residents, including those at risk of sleeping rough, with the delivery focused within London and regions surrounding the M25.

This tender offers substantial opportunities for businesses specialising in health and social care services, particularly those proficient in providing complex service solutions. Organisations with expertise in working with local authorities and a strong approach to customer service are well-suited to participate. The procurement seeks a collaborative model, aiming to transform the delivery landscape by increasing IPD bed accessibility, thereby addressing health inequalities. Businesses that can contribute to equitable, inclusive, and responsive IPD services hold the potential to foster growth through partnerships and innovative approaches within the London health inclusion landscape. Small and medium enterprises (SMEs) are encouraged to declare their interest, especially those capable of delivering specialist and residential medically assisted withdrawal beds, as part of the strategically distributed facilities to be block booked for stability and access assurance.
