Summary of the contracting process

Ofcom procured group income protection insurance for its workforce. The cover is intended to provide income protection for employees, with the service including scheme administration, underwriting for benefits above the free-cover limit, claims handling and support for annual enrolment. The contract starts on 1 January 2027 and runs to 31 December 2028, with an option for Ofcom to extend it by a further year, to 31 December 2029. The requirement was assessed on price (40%) and quality (60%): administration and service delivery (25%), claims management (20%), implementation (5%) and social value (10%). Suppliers had to meet minimum financial thresholds and provide up to three relevant technical-performance examples from the previous three years. Two bids were received for the single contract package.

This award shows demand for group income protection backed by substantial operational capability, not just the provision of an insurance policy. A credible competitor would need reliable scheme accounting, monthly data handling, individual underwriting above free-cover limits and the capacity to support employee enrolment events. Strong claims management is central, including straightforward claims submission, web and telephone support, and clear communications that help employees understand the claims process. The successful provider also needed resources and a sound plan to migrate existing members, address prior medical underwriting decisions and manage scheme design. Ofcom valued wellbeing services suited to a diverse workforce and different life stages. Financial strength and recent, relevant contract experience are important: the assessment required evidence against financial thresholds and examples of technical delivery from the preceding three years.

Engagement process description This is a Preliminary Market Engagement which is taking place in February / March 2026 for an Ofcom requirement for the provision of Group Income Protection Insurance for 3 years from 1 January 2027. The engagement takes the form of a preliminary market engagement questionnaire, and possibly some discussion between the Ofcom project team and interested suppliers. Ofcom is undertaking this pre-procurement market engagement to inform a procurement exercise that is planned to commence in May 2026 for the re-procurement of Ofcom’s Group Income Protection insurance requirements. The subsequent contract will commence in January 2027 and will run or three years.. Organisations are invited to complete a preliminary market engagement questionnaire to provide responses on questions which will enable Ofcom to gather general feedback to inform and help us finalise our procurement approach and documentation. Interested suppliers should access the opportunity via the Ofcom’s Bravo solutions procurement portal at https://ofcom.bravosolution.co.uk (Bravo). Suppliers should access the portal and go to the PQQ/Selection Questionnaire page, complete the preliminary market engagement questionnaire and submit the questionnaire to Ofcom via the messaging facility on the Bravo portal. The closing deadline for submitting completed questionnaires is 12:00 hours on Monday 9 March 2026
