Ofcom procured group life assurance for its workforce: an insurance service providing life cover under a group scheme. For comparable group life assurance work with Ofcom, a credible supplier needs to demonstrate sound scheme accounting, reliable billing and monthly data processes, and the ability to administer plan design and individual underwriting above the free-cover limit. Strong claims handling is central, including accessible web and telephone submission and clear employee-facing communications. Suppliers should have the resources to migrate an existing membership, manage previous medical underwriting decisions and support annual enrolment, including employee presentations or roadshows. Ofcom also valued wellbeing services relevant to a diverse workforce and different life stages. The selection requirements make financial resilience and recent evidence of technical capability important. This is a substantial, workforce-wide insurance service, so providers need the operational capacity to combine policy provision with ongoing administration, claims and employee support.

Engagement process description This is a Preliminary Market Engagement which is taking place in February / March 2026 for an Ofcom requirement for the provision of Group Life Assurance for 3 years from 1 January 2027. The engagement takes the form of a preliminary market engagement questionnaire, and possibly some discussion between the Ofcom project team and interested suppliers. Ofcom is undertaking this pre-procurement market engagement to inform a procurement exercise that is planned to commence in May 2026 for the re-procurement of Ofcom’s Group Life Assurance requirements. The subsequent contract will commence in January 2027 and will run or three years.. Organisations are invited to complete a preliminary market engagement questionnaire to provide responses on questions which will enable Ofcom to gather general feedback to inform and help us finalise our procurement approach and documentation. Interested suppliers should access the opportunity via the Ofcom’s Bravo solutions procurement portal at https://ofcom.bravosolution.co.uk (Bravo). Suppliers should access the portal and go to the PQQ/Selection Questionnaire page, complete the preliminary market engagement questionnaire and submit the questionnaire to Ofcom via the messaging facility on the Bravo portal. The closing deadline for submitting completed questionnaires is 12:00 hours on Monday 9 March 2026
