Summary of the contracting process

NHS England procured practice-level support services for general practice across England. The service is an improvement support programme designed to help GP practices make operational changes that improve patient access and health outcomes, while increasing staff productivity and reducing workload. The work covers general management consultancy, business and management consultancy, and general-practitioner services (CPV 79411000, 79410000 and 85121100). It was divided into seven regional services: Midlands, London, North East and Yorkshire, North West England, South East England, East of England, and South West England. NHS England is the main contracting authority, with Integrated Care Boards also able to use the arrangements through clustering arrangements. The requirement is therefore relevant to providers combining primary-care expertise with practical operational improvement and consultancy capability across one or more English regions.

The procurement is complete and has been awarded through an open procedure. Seven regional awards were made on 7 May 2026. Lot 1 Midlands was awarded to Develop Consulting Limited, Qualitas Consortium UK Limited and the Royal College of General Practitioners for £9,600,000 excluding VAT (£11,520,000 including VAT). Lot 2 London and Lot 5 South East England were awarded to Qualitas Consortium UK Limited for £9,120,000 and £6,240,000 excluding VAT respectively. Lot 3 North East and Yorkshire and Lot 6 East of England went to Develop Consulting Limited for £7,200,000 and £4,800,000. Lot 4 North West England and Lot 7 South West England went to the Royal College of General Practitioners for £7,200,000 and £3,840,000. Contracts were signed in July 2026, run to 30 June 2029, and may extend to 30 June 2030. Evaluation weighted technical quality 60%, social value 10% and commercial criteria 30%; economic and technical selection requirements applied. Suppliers could bid for all lots but win no more than three.

This award shows sustained NHS demand for suppliers that can deliver structured improvement support directly to general practices, rather than provide purely strategic advice. A credible competitor would need a strong understanding of primary-care operations and the ability to help practices implement measurable changes affecting access, health outcomes, productivity and workload. The selection process required both economic and technical capability, while the evaluation placed most weight on technical quality and also assessed social value and commercial terms. Delivery required regional coverage across England, with the scale suitable for SMEs as well as larger healthcare and consultancy organisations. The appointed model also involves regular contract updates, weekly monitoring for commissioners and six-monthly reporting on practice progress. Suppliers with experienced clinical or general-practice partners, change-management expertise, robust performance reporting and the capacity to work with NHS England and Integrated Care Boards would be well placed for a future requirement of this type.

Notice Description

The aim of this procurement is to establish a commercial mechanism for Practice Level Support (PLS) services. PLS is an improvement support programme for general practice that helps general practices to make operational changes for the benefit of patients and staff. For patients, benefits are in improved access and health outcomes, and for staff through increased productivity and reduced workload. There are 7 contracts offered in 7 Lots, one for each region in England. The contracts are for 3 years with an option to extend for an additional year. A supplier can bid for all 7 Lots but can only win up to 3, please see ITT documents for more details. The contract will be used by NHS England as the main contracting authority but Integrated Care Boards (ICB's) will also be able to use the contract via clustering arrangements.
