Summary of the contracting process

NHS England commissioned Practice Level Support services for general practice across England. The service is an improvement support programme helping GP practices make operational changes that improve patient access and health outcomes, while increasing productivity and reducing staff workload. Develop Consulting Limited, Qualitas Consortium UK Limited and the Royal College of General Practitioners were awarded the Midlands lot for £9.6m excluding VAT (£11.52m including VAT). Qualitas won London for £9.12m excluding VAT (£10.944m including VAT); Develop Consulting won North East and Yorkshire for £7.2m (£8.64m including VAT); RCGP won North West England for £7.2m (£8.64m including VAT) and South West England for £3.84m (£4.608m including VAT). Qualitas won South East England for £6.24m (£7.488m including VAT), and Develop Consulting won East of England for £4.8m (£5.76m including VAT). Contracts run from July 2026 to June 2029, with extensions potentially taking them to June 2030. Evaluation weighted technical quality at 60%, social value at 10% and commercial terms at 30%; economic and technical selection requirements also applied.

This award demonstrates substantial NHS demand for regionally delivered improvement support to general practices, combining healthcare knowledge with operational and management consultancy. Suppliers well placed for a future requirement would need credible experience helping GP practices implement operational change, improve access and outcomes, raise productivity and reduce workload. They would also need the capacity to deliver consistently across a defined English region, work with NHS England and Integrated Care Boards, and provide structured monitoring and reporting. The contracted arrangements require weekly commissioner monitoring, quarterly updates for the national Practice Level Support team and six-monthly reporting on practice progress, so evidence of disciplined performance management and outcome reporting would be important. The competition was open to SMEs, and successful delivery required both economic and technical suitability. Social value formed part of the evaluation, making community and wider social benefits relevant alongside technical delivery.

Notice Description

The aim of this procurement is to establish a commercial mechanism for Practice Level Support (PLS) services. PLS is an improvement support programme for general practice that helps general practices to make operational changes for the benefit of patients and staff. For patients, benefits are in improved access and health outcomes, and for staff through increased productivity and reduced workload. There are 7 contracts offered in 7 Lots, one for each region in England. The contracts are for 3 years with an option to extend for an additional year. A supplier can bid for all 7 Lots but can only win up to 3, please see ITT documents for more details. The contract will be used by NHS England as the main contracting authority but Integrated Care Boards (ICB's) will also be able to use the contract via clustering arrangements.
