Summary of the contracting process

The Forestry Commission procured a closed framework for minor forestry operations in its South District work programme. The services cover spraying, cleaning, scrub maintenance and weeding, classified as forestry services (CPV 77200000). Delivery is divided across eight areas: Wareham, Ringwood, New Forest, Solent, Isle of Wight, Micheldever, South Downs and Chiddingfold. The framework supports recurring forest management work rather than a single project. It is relevant to forestry contractors, woodland management businesses, vegetation-management specialists and grounds or tree-service providers able to operate across one or more of these locations. The Forestry Commission is the buying organisation, and the procurement was suitable for small and medium-sized enterprises and voluntary, community or social enterprises in every lot.

The procurement is complete and was run as an open procedure for a closed framework, with awards made on 7 July 2026. The framework’s estimated value was £2,500,000 excluding VAT (£3,000,000 including VAT). Each award runs from 1 August 2026 to 31 July 2030: Wareham, £764,000 excluding VAT, awarded to Penfold’s Woodland Management, Upton Specialised Tree Services and GROUNDLORD; Ringwood, £264,000, to those three plus New Forest Forestry; New Forest, £340,000, to Upton, Penfold’s, New Forest Forestry and GROUNDLORD; Solent, £200,000, to Penfold’s, New Forest Forestry, Upton, RTT Services South and GROUNDLORD; Isle of Wight, £140,000, to GROUNDLORD and Upton; Micheldever, £264,000, to Penfold’s, Upton, GROUNDLORD and J D B Contractors & Son; South Downs, £264,000, to Penfold’s, Upton, RTT Services South and Golden Crown Group; and Chiddingfold, £264,000, to Penfold’s, Upton, RTT Services South, Golden Crown Group and J D B Contractors & Son. Evaluation weighted pricing 40%, quality 30%, capacity 10%, social value 10% and contract management 10%.

This award shows sustained Forestry Commission demand for practical woodland maintenance delivered through a multi-supplier framework across southern England. A credible future competitor would need teams able to carry out spraying, cleaning, scrub maintenance and weeding safely and consistently in one or more of the named operating areas. Evidence of operational capacity matters because capacity was explicitly evaluated, alongside service quality, contract management and price. Suppliers should also be able to demonstrate how they would create social value and manage delivery across recurring work orders. The appointed field includes small and medium-sized forestry, tree and woodland-management businesses as well as larger contractors, indicating that both specialist local operators and organisations with broader regional coverage can be relevant.
