Summary of the contracting process

The Ministry of Defence (MoD) issued a tender titled "LGBT Restorative Measures Communications UK3," aimed at implementing a national communications strategy to raise awareness about LGBT Restorative Measures available to veterans. This procurement falls under the advertising campaign services industry and is set in Glasgow, UK, with a gross value of £60,000. Initially announced in the planning stage on 19th February 2026, the tender process involves an open competition below the threshold. Although planned to proceed through various stages including tendering, the initial tender was withdrawn due to insufficiently detailed submissions. However, the MoD intends to re-advertise the opportunity to find a suitable supplier, with upcoming invitations to tender expected after 6th March 2026, highlighting the dynamic nature of this procurement.

This tender presents an excellent growth opportunity for businesses experienced in advertising and strategic communication, particularly those skilled in engaging diverse and hard-to-reach communities. Companies with a proven track record of developing trauma-informed, inclusive communication strategies could greatly benefit from participating in this procurement. Those who successfully demonstrate their capability to address the MoD’s specific awareness goals through innovative methods are likely to find this project an exciting chance to enhance their portfolio and expand their influence in public sector contracts. The re-advertisement offers another chance for businesses to refine their submissions and showcase their expertise in delivering impactful community engagement initiatives.

This initiative demands a supplier with demonstrable expertise in engaging hard-to-reach and marginalised communities, particularly those with a historical reluctance to engage with the MOD. The campaign's success hinges on the use of innovative, non-traditional communication methods and a trauma-informed, inclusive approach. The EOIs submitted did not provide sufficient evidence, such as robust case studies or measurable outcomes, to confirm the required level of capability and experience. Given the critical and sensitive nature of this initiative, we have made the decision to re-advertise the opportunity to ensure we secure a supplier with the proven expertise necessary to deliver its objectives effectively. The UK 4 - Tender Notice Advert is due to be issued on Friday 6 March.",
