Summary of the contracting process

Sheffield City Council is initiating a public procurement process for the "Taxi Driver Knowledge Test" service, currently in the planning stage. This procurement aims to assess market appetite and develop specifications for drivers' knowledge tests, encompassing safeguarding, laws, Highway Code proficiency, and local route familiarity. Located in Sheffield, United Kingdom, the procurement involves pre-market engagement, with a preliminary market engagement notice published on 20th February 2026. Key dates include the finalisation of market engagement by 6th March 2026 and anticipated future communications by 16th March 2026. The process targets driving-test services, classified under CPV code 80411100, with an estimated gross value of £24,000 over a one-year contract period starting on 1st June 2026.

This tender presents an excellent opportunity for businesses specialising in driver education and testing services, particularly those experienced with such regulatory knowledge assessments. Small and medium enterprises, notably those offering driver training services with a focus on knowledge tests, are encouraged to participate due to contract suitability criteria favouring SMEs. Given its focus on driver knowledge entwined with safeguarding and city-specific navigation, service providers equipped to deliver comprehensive training modules stand to benefit most from fulfilling this procurement need. This can lead to business growth through local market integration in Sheffield's well-established transportation framework, enhancing business profiles and service portfolios.
