Summary of the contracting process

Supply Chain Coordination Limited intends to procure medical consumables and related managed services for NHS acute and community settings across the United Kingdom. The goods include procedure packs and medical hollowware, classified as medical consumables (CPV 33140000). Procedure packs may contain drapes, gowns, swabs, blades, syringes, polyware and other single-use devices for cardiovascular, ENT, general, abdominal, obstetric, gynaecological, neurosurgical, orthopaedic, plastic, urological, angiography, catheterisation, haemodialysis, perfusion and intravenous procedures. Hollowware includes single-use and reusable stainless-steel or plastic medicine pots, jugs, spoons, instrument trays, kidney dishes, lotion bowls, wash bowls and tray tags. Managed services may cover pack design, assembly, supply, lifecycle management, clinical engagement, training, pathway optimisation, inventory management, reprocessing and data insight. Sterile hollowware will be supplied separately from procedure packs.

This procurement is at the planning stage and is not an invitation to tender. The buyer intends to establish a framework agreement through one planned lot, with the procurement suitable for SMEs and voluntary, community or social enterprises. The expected contract period is 1 April 2028 to 31 March 2032. The estimated value is £233,699,400 excluding VAT, or £280,439,280 including VAT. The buyer expects to publish the tender or transparency notice on 14 December 2026. Preliminary market engagement includes requests for information and review of responses from 22 April to 4 August 2026, followed by sharing a draft specification and product list on 8 August 2026. Feedback analysis and product-list amendments are planned for 2 to 8 September 2026. Supplier and customer webinars are also planned, with dates to be confirmed.

The procurement will suit manufacturers, distributors and specialist managed-service providers able to supply clinical consumables at NHS scale and support standardised care across multiple healthcare settings. Relevant capability includes designing, assembling and managing sterile and non-sterile procedure packs, supplying separate sterile hollowware, and providing clinical engagement, training, inventory management, reprocessing, pathway optimisation and data insight. The buyer expects suppliers to hold UKAS-accredited ISO 9001:2015, ISO 13485:2016 or MDSAP certification covering sales, manufacturing, storage and distribution, with acceptable international equivalents. Applicable products will require CE certification and declarations of conformity. Prospective tenderers should prepare modern-slavery evidence where relevant, an MSAT score of at least 41%, Evergreen Sustainable Supplier Assessment Level One or above, and a compliant PPN 006 Carbon Reduction Plan. Cyber Essentials Plus will be required where suppliers handle patient or personal data or provide relevant IT systems, services or devices.

For the supply of Procedure Packs and Medical Hollowware. Procedure Packs typically include, but shall not be limited to; drapes and gowns; swabs; blades; syringes; polyware; or any single use medical devices and consumables that are required in a specific clinical procedure. The specialist areas which these packs may be utilised in shall be but are not limited to: Cardio-vascular; Ear, Nose, and Throat (ENT); General and abdominal surgery, including laparoscopy; Obstetrics and gynaecology; Neurosurgery; Orthopaedics; Plastic surgery; Urology; Angiography; Antiseptic skin preparation; Catheterisation; Haemodialysis; Perfusion and IV. Medical Holloware - Single use and reusable stainless-steel hollowware and Reusable plastic hollowware including, but not limited to: Medicine pots (including gallipots, denture and Sputum pots); Jugs; Medicine spoons; Instrument trays; Kidney dishes; Lotion bowls; Wash bowls; Tray tags. Procedure Pack Managed Services to provide clinical and operational solutions to hospitals and clinicians. This may consist of the design, assembly, supply, and lifecycle management of sterile and non-sterile procedure packs, alongside associated services such as clinical engagement, training, pathway optimisation, inventory management, reprocessing (where applicable), and data insight provision. Services will be provided to healthcare professionals to support safe, efficient, and standardised care delivery across NHS acute and community settings, while driving improvements in patient outcomes, operational efficiency, and sustainability. Sterile hollowware items to be separate from procedure packs, including, but not limited to: Gallipots (single or double wrapped) Jugs (single or double wrapped) Bowls (single or double wrapped) Kidney dishes (single or double wrapped) Note: For future tenders the following requirements will apply: * ISO Certification: Tenderers must have ISO 9001: 2015 or ISO 13485:2016 or Medical Device Single Audit Program (MDSAP) certification accredited by the United Kingdom Accreditation Service (UKAS) (or international equivalent) to cover all segments of the Tenderer's and the product's supply chain. No remuneration or compensation etc will be paid to organisations who take part in this early market engagement exercise. Suppliers should take part in this process only on the basis that they fully understand and accept this position.
