Summary of the contracting process

Belfast Health and Social Care, Northern Health and Social Care Trust, South Eastern Health and Social Care Trust and Southern Health and Social Care Trust are seeking food safety training services for their staff. The requirement covers training programmes, staff training, seminars and safety or environmental training, classified under CPV 80550000 for safety training services. It is divided into four lots, one for each trust. Delivery is associated with the trusts’ operations in Belfast, Antrim and Portadown, with the Belfast, South Eastern and Southern trusts based in Belfast and Portadown, and the Northern trust based in Antrim. The Regional Business Services Organisation’s Procurement and Logistics Service is managing the tender on behalf of the four health and social care trusts.

The process has reached tender: the buyer invited offers through an open procedure, with electronic submission allowed in English via the eTendersNI procurement portal. The tender submission deadline was 21 September 2026 at 23:59, and the award decision was due by 2 October 2026 at 23:59. The framework contract is planned to run from 15 October 2026 to 14 October 2028, with extensions potentially taking it to 14 October 2030, plus an 18-month emergency extension. Its estimated value is £500,500 excluding VAT and £600,600 including VAT. Lot values excluding VAT are £132,000 for Belfast, £88,000 for Northern, £165,000 for South Eastern and £115,500 for Southern; the corresponding gross values are £158,400, £105,600, £198,000 and £138,600. Evaluation covers mandatory quality, social value and price.

This opportunity suits training providers able to design and deliver food safety training for health and social care organisations across multiple trust areas. Relevant capability includes staff training, structured training programmes, seminars and safety training, with environmental training also within the stated classification. Suppliers should be prepared to support a framework arrangement in which purchases may be made during the framework period, with competition potentially reopened for some requirements. The four lots allow providers to target individual trusts rather than necessarily covering the whole requirement. Bidders will need to demonstrate a strong quality offer and address social value alongside price, so the opportunity is best suited to organisations with established training delivery capacity, suitable trainers and the ability to serve public-sector healthcare settings.
