Summary of the contracting process

London Borough of Tower Hamlets procured completion works for Wood Wharf School, a two-form-entry primary school in London’s Wood Wharf mixed-use development. The requirement was construction work for a school building, including outstanding construction, mechanical, electrical and finishing works across the upper floors and external areas. The contractor was also required to complete the whole scheme to regulatory and operational standards, secure full Building Control sign-off, and provide warranties, certifications, statutory documentation and complete operation and maintenance manuals. The school occupies 2,197 square metres across four floors and forms part of a Section 106 agreement with Canary Wharf Group. The works were delivered at the school site in London.

This was an awarded and completed open procedure under the 2023 procurement legislation. One lot was evaluated on quality at 60%, price at 30% and social value at 10%. Seven bids were received, with three reaching the final stage. The contract was awarded to ALPINE WORKS LIMITED on 8 April 2026 for £736,158.83 excluding VAT, or £883,390.60 including VAT. The contract was signed on 13 May 2026 and runs from 27 April 2026 to 31 August 2027. The original estimated lot value was £775,000 excluding VAT, or £930,000 including VAT. The tender submission deadline was 23 March 2026 at 12:00, and the enquiry deadline was 13 March 2026 at 16:00.

This requirement demonstrates demand for contractors able to take over and complete a partially occupied school in a distressed condition, while coordinating construction, mechanical, electrical and finishing disciplines. A credible competitor would need the capacity to manage outstanding works across a four-floor, 2,197-square-metre education building and deliver a fully operational handover. It would also need strong Building Control and compliance management, including securing final sign-off and compiling warranties, certifications, statutory records and operation and maintenance manuals. The evaluation shows that technical quality and delivery approach mattered twice as much as price, with social value also assessed. Experience of live school environments, phased occupation, stakeholder coordination and regulated handover would therefore strengthen a future response to this buyer.

Notice Title

HAR6108 Wood Wharf School

Notice Description

Wood Wharf School is a two form entry primary school located within a mixed use development, providing 2,197 m2 of educational space across four floors including the ground level. The building forms part of a Section 106 agreement with the Canary Wharf Group. The previous main works contractor entered voluntary insolvency in November 2024, leaving the project in an incomplete, partially occupied and distressed condition. Interim works were undertaken during summer 2025 to secure an extended partial occupation approval from Building Control, enabling the school to occupy the ground and first floors from September 2025 for the incoming cohort of pupils. The purpose of the remaining works is to complete the entire scheme to full compliance and operational readiness. This includes completing all outstanding construction, mechanical, electrical, and finishing works across the upper floors and external areas; achieving full Building Control sign off for the whole building; and delivering every element set out within the agreed pricing schedule. The completion phase also requires the provision of all relevant warranties, certifications, statutory documentation, and full Operation & Maintenance manuals to ensure the building meets all regulatory, safety, and performance standards. These works must be completed and the building fully handed over by September 2026 to accommodate an additional cohort of 60 pupils and to bring the school into full, permanent occupation.
