Summary of the contracting process

NHS England intends to procure specialist education and training services for Adult and Older People (AOP) mental health, together with Psychological Therapies for Severe Mental Health Problems (PTSMHP) education programmes. The procurement is for services and is expected to shape the future delivery model of these programmes. NHS England is seeking views from both existing services and providers to help develop the detailed requirements and eventual specification. This will suit established providers of specialist Adult and Older People mental health education and Psychological Therapies for Severe Mental Health Problems education programmes, as well as services with informed operational experience of delivering such provision. Organisations able to give practical feedback on programme design, detailed specifications and future delivery models will be well placed to contribute during the planning phase. SMEs and voluntary, community and social enterprises are expressly identified as suitable participants. Providers should prepare evidence of their relevant programme capability, delivery model and experience of serving the specialist mental health workforce. The current activity is market engagement, so suppliers should treat it as an opportunity to influence the developing requirement and prepare for a later procurement rather than as a contract they can bid for now.

This is a follow up to a previous Request for Information (RFI) that took place earlier this year. This RFI seeks feedback from both services and providers of Specialist Adult and Older People (AOP) mental health and Psychological Therapies for Severe Mental Health Problems (PTSMHP) education programmes. Responses will inform the development of detailed procurement specifications and help shape the future delivery model of these programmes. Prospective bidders will not be disadvantaged by choosing not to respond to this RFI but it will be helpful to understand views at this early stage, so we encourage providers to respond as fully as possible.
