Summary of the contracting process

The Department of Education has awarded a contract to develop and deliver the Replacement for Professional Qualification for Headship (PQH) programme in Northern Ireland. Queen's University Belfast, the selected supplier, will fulfil this contract. The procurement, initiated by the Department of Education as the buying organisation, focuses on education and training services and follows an open procedure under Northern Irish devolved regulations. The procurement process is now at the award phase, with the contract active and signed on 15th May 2026. The delivery of the programme will commence in May 2026, with project completion anticipated by June 2029, and a potential extension until June 2031. The location for these activities will be centred around Bangor and Belfast in Northern Ireland.

This contract presents significant business growth opportunities for suppliers within the education and training industry, particularly those experienced in professional development programmes. With a contract value of £3,600,000 inclusive of VAT, it is an attractive proposition for large education service providers such as universities and professional training organisations, who can leverage their expertise in designing and delivering targeted educational programmes. SMEs focused on innovative education solutions may also benefit by positioning themselves as key subcontractors, particularly given the high emphasis on quality and content in the selection criteria, which accounted for 70% of the evaluation weight in the procurement process.
