Summary of the contracting process

Wiltshire Council has awarded a contract to HJS Heritage for the project titled "IT2387 National Database WW1 Service Tribunals," focusing on library and archive services. The initiative, driven by the National Lottery Heritage Fund, involves the creation of a national database using data from World War One Military Appeal Tribunals. Managed from County Hall, Trowbridge, Wiltshire, the project's contract period extends from 16th March 2026 to 30th June 2026, and has culminated in an award valued at £36,000. The procurement stage leading to this award, tagged under "award" and "contract," has been finalized, with a significant forthcoming milestone being the contract signature due on 13th March 2026.

This tender presents wider opportunities, especially for SMEs like HJS Heritage, that specialise in historical and archival services. Businesses with expertise in managing heritage projects involving collaboration across multiple archive services stand well-suited to compete in such tenders. The procurement process, characterized as 'Below threshold - unknown,' suggests a competitive environment suited for nimble and proficient enterprises that can manage niche and collaborative heritage projects. It provides an excellent arena for firms aiming for growth through public authority contracts, offering a notable chance for increased visibility in the heritage sector.

Notice Title

IT2387 National Database WW1 Service Tribunals (Closed)

Notice Description

The National Lottery Heritage Fund have funded a collaborative project between fifteen archive services across England and Wales, led by the Wiltshire and Swindon History Centre (WSHC), to work with records of World War One Military Appeal Tribunals which were held in response those appealing for exemption from conscription under the Military Service Act 1916 which made every male British subject aged 18-41 liable to be called for military service (prior to this men would voluntarily attest their willingness to serve). The project "Grounds for Appeal: First World War Military Service Appeal Tribunals in Great Britain" will create a national database for key data extracted from applications made to the Tribunals for exemption from military service including names, ages, occupation, employer, grounds under which the appeal was made, and the decision of the Tribunal. A Project Lead is required to be contracted for 104 days, over a 24 month period. The role of Project Officer will have responsibility for managing delivery of the project outputs and will work closely with the WSHC project lead and the Historical Consultant.
