Summary of the contracting process

The contracting process for the provision of catering facilities has been completed by the Police and Crime Commissioner for Dyfed Powys. The procurement pertains to services at the headquarters in Carmarthen, United Kingdom, under a limited competition method due to its below-threshold nature. Key dates include the award date of 17 June 2026, with the contract set to commence on 28 September 2026 and conclude by 27 September 2029, extendable up to 2031 with additional renewal options. The contract valued at £600,000 gross involves offering hot and cold meals, packed lunches, and occasional hospitality catering, with flexibility for varied dietary requirements. The main industry category is food services, and the procurement was part of the light-touch regime. The buyer organisation is a sub-central government authority located in UKL14 region, reflecting its public sector remit and regional geographical scope.

This tender opens up significant opportunities for catering businesses, especially those capable of flexible food service variation and willing to accommodate specific dietary needs. With the Police and Crime Commissioner for Dyfed Powys looking for sustainable delivery solutions, SMEs like Celtic Catering Partnership Limited, which secured the provision, are well-suited for such contracts. The proximity requirement and restraints reinforce regional SME participation, particularly for businesses without established tiers requiring large upfront capital. The scheme's light-touch nature encourages innovative catering ideas and the potential to expand operational capacity to meet public sector demands, making it an excellent growth avenue within the catering industry.
