Summary of the contracting process

The Ministry of Defence is procuring services involving the provision and installation of salvaged aircraft hulls at a secure contractor-provided facility. The facility is intended to host Ministry of Defence-led, real-life aircraft tactical entry training sessions for Cyber & Specialist Operations Command. The requirement is for training facilities and associated support, with sessions expected once or twice every six months. Delivery is in the United Kingdom. The arrangement is service-based rather than a purchase of aircraft or a construction project: the contractor supplies suitable salvaged hulls, installs them and provides the secure setting needed for specialist training activity. The requirement is associated with defence and security operations and is intended to support practical, scenario-based training for Ministry of Defence personnel.

The procurement is complete and the contract was awarded to ECUBE SOLUTIONS LIMITED through a direct award for technical reasons under Section 41 of the Procurement Act 2023 and Schedule 5 paragraph 6. The Ministry had previously invited tenders but received no responses; suppliers contacted afterwards confirmed they could not deliver, while eCube, a previous provider, confirmed it could. The award date was 7 May 2026. The contract was signed on 15 July 2026 and runs from 15 July 2026 to 10 May 2029, with two optional 12-month extensions to 10 May 2031. Its awarded and contract value is £748,000 gross, including VAT (£623,333 excluding VAT). Services are ordered through tasking forms, with no guaranteed volume.

This requirement suits suppliers able to provide secure premises, salvaged aircraft hulls and installation, while supporting live aircraft tactical entry training in a controlled environment. Credible competitors would need the technical capability to combine specialist training infrastructure with reliable facilities management and to accommodate Ministry of Defence-led sessions. Experience delivering comparable services is commercially relevant: the selected supplier was a previous provider and was identified as the only supplier able to meet the requirement after other viewed suppliers said they could not deliver. Suppliers should therefore be able to demonstrate suitable secure-site arrangements, safe and practical use of aircraft hulls, installation and maintenance capability, and the capacity to respond to tasking forms without a guaranteed service volume. Defence and security operating experience would strengthen their position.

Notice Title

Provision of Salvaged Aircraft Hulls and Facilities

Notice Description

A service that provides and installs salvaged aircraft hulls at a secure facility provided by the Contractor. The facility must be suitable for hosting MoD-led real life airplane tactical entry training sessions. These sessions are foreseen to be needed once or twice every six months.

Procurement Information

Cyber & Specialist Operations Command (CSOC), part of the Ministry of Defence (MoD), intends to award a contract to eCube Solutions Ltd (eCube) for the provision of salvaged aircraft hulls and facilities to support specialist training. The contract will be for a term of 3 years (with the option to extend for up to two further periods of 12 months). The contract has an estimated value of PS780,000 (inclusive of VAT). It is considered that this contract can be awarded under Section 41 of the Procurement Act 2023 because the direct award justification specified in paragraph 6 of Schedule 5 (single supplier - technical reasons) applies. This is because there is an absence of competition for technical reasons. MoD published a tender notice inviting suppliers to submit tenders (under Notice Identifier 2025/S 000-041978 and Procurement Identifier (OCID) ocds-h6vhtk-0503c5) but received no responses. The tender was terminated (by notice identifier: 2025/S 000-062187). Subsequently, MoD contacted the suppliers who had viewed the opportunity, and they confirmed that they were unable to deliver the requirement. Notwithstanding the fact that it did not submit a tender, eCube (a previous supplier of these services) has confirmed that it can deliver the requirement. It is therefore the only supplier with the technical capability to provide the required services, and there is no reasonable alternative.
