2526-0569 New Homes Housing Partnerships
Notice Description
Expressions of interest are invited for a development partner to enter into an overarching partnering agreement for the delivery of a multi-site New Homes Housing Portfolio. Under that overarching partnering agreement, once the initial concepts and site specific principles have been agreed, the Council and the development partner will then enter into development agreements for each site. Further detail in respect of the opportunity and the Sites is set out in the Memorandum of Information and Project Brief. The portfolio is expected to include circa. 3-7 sites, each of which are expected to be residential led developments. The Council's primary, driving ambition is to maximise the supply of genuinely affordable homes in its area, funded through the land value of the sites. It should be noted that the 'total value (estimated)' stated below in this notice is the estimated gross development value of all sites currently contemplated as being capable of delivery through this opportunity.

Renewal: The parties may agree in writing to extend the term of the agreement on one or more occasion provided the aggregate of such extensions does not extend beyond the 15th anniversary of the agreement.
Planning Information
Between April 2025 and February 2026 the Council’s advisers, Montagu Evans, undertook market engagement. The advisers sought to engage with suppliers to establish market knowledge of and understand the level of interest in the opportunity and gain insight into the sentiment, capacity and viability of the current market towards the housing portfolio. The partaking developers were provided with a presentation setting out the Council’s objectives and key considerations along with details of the opportunity. A copy of this presentation has been issued alongside this notice. Following the receipt of this presentation, seven developers engaged in individual telephone conversations for a general discussion regarding the presentation. Further market engagement was also undertaken at UKREiiF. A summary report establishing the contents of the discussions and outcomes of the engagement has been issued alongside this notice. Steps were taken and will be taken to ensure that the participants of this market engagement exercise are not put at an unfair advantage in any competition in relation to a contract award to be carried out.
