Summary of the contracting process

Gloucestershire County Council (GCC) is changing how it contracts for Residential and Nursing Care from 2026/27. Following feedback from providers and other stakeholders, we are developing a new contractual arrangement to replace the current Pre-Placement Contract. The new contract will cover residential care, nursing care, and short-term/respite placements for adults aged 18 and over, including people with needs relating to frailty, dementia, physical disabilities, acquired brain injury, learning disabilities, mental health, autism and forensic support. The arrangement has a total maximum value of PS816 million.

We recognise the vital role care home providers play in supporting Gloucestershire residents and the challenges facing the sector. We want to continue working collaboratively to develop arrangements that support high-quality care, promote a sustainable market and are practical for both providers and the Council. This survey will inform the next stage of our work. We are seeking feedback on providers' current cyber security and digital capabilities, experience of social value requirements and readiness for the future procurement process. We want to understand better how to streamline procurement, reduce administrative burdens, and ensure future requirements are proportionate and achievable. We want to understand the current position - there are no right or wrong answers. We welcome feedback from providers of all sizes and types. Your responses will help inform the future procurement process and contracting model, and you will have the opportunity to express an interest in future engagement activities, including provider roundtable discussions. This pre-market engagement is voluntary and is not part of a formal procurement process. Responses will be reviewed in aggregate, and individual or commercially sensitive information will not be published or used to advantage or disadvantage any provider in future procurement activity. We encourage all providers with an interest in delivering residential and/or nursing care in Gloucestershire to take part and help shape future arrangements, so they reflect the realities of the care market.
