Summary of the contracting process

NHS England intends to commission education and training services to expand the children and young people’s mental health workforce, supporting commitments in the 10 Year Health Plan. The programmes cover EMHP, SWP, CWP, CBT and psychological training. The work is intended to support the future delivery of training and education programmes for people entering or developing within the children and young people’s mental health workforce. The procurement is a single planned service requirement, and NHS England is the buying organisation. The stated scope is national workforce development rather than construction, supply of goods or direct clinical treatment. Organisations with experience designing, delivering or managing mental health education, psychological training or workforce development programmes are the most relevant potential providers.

This procurement is at the planning stage and is not an invitation to tender. NHS England is conducting a second market-engagement request for information to gather potential providers’ views and use responses to develop the future specification and delivery model. The buyer scheduled the engagement to close at 17:00 on 4 September 2026, and expected to publish a future notice on 1 February 2027. The planned contract period is 1 July 2027 to 31 December 2030, with a possible extension to 31 December 2031 and renewal available. The estimated value is £130 million including taxes, in total, for one lot. The planned procurement is an above-threshold, light-touch services procedure.

The planned requirement should suit organisations able to provide education and training at workforce scale across children’s and young people’s mental health pathways. Relevant suppliers are likely to include higher education providers, specialist training organisations, professional bodies, psychological education providers, and partnerships combining curriculum design, teaching, assessment and learner support. Experience in EMHP, SWP, CWP, CBT or psychological training would be directly relevant, as would the ability to develop programmes for a growing mental health workforce and adapt delivery to NHS requirements. The lot is identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, so smaller specialist providers and mission-led organisations may be well placed, either independently or through collaboration. Businesses should use the planning stage to prepare evidence of comparable delivery, quality assurance, workforce capacity and partnership capability.
