Summary of the contracting process

The Forestry Commission is seeking to award a contract for the "Design and Build Works for Mains Sewer Connection at High Lodge," currently in the tender stage of the procurement process. This public procurement opportunity involves the design, construction, testing, and commissioning of a new foul sewer system to connect to the existing Anglian Water network. The project is valued at £1,182,000 gross, with submissions closing on 29th June 2026, with a contract period from 3rd August 2026 to 26th February 2027. Located in the UKH region, this tender falls under the 'works' category and allows electronic submissions through an open competition method, suitable for SMEs.

This procurement presents substantial business growth opportunities, particularly for construction and engineering firms specialising in water supply and waste consultancy. It benefits businesses capable of delivering high-quality design and construction services within a competitive pricing framework, as the evaluation criteria are evenly split between quality and cost. The opportunity allows flexibility with the option for additional works, providing a potential increase in project scope. Companies interested in enhancing their portfolio within the public sector in the United Kingdom, especially those familiar with infrastructure and utility services, will find this tender particularly suitable.

Planning Information

Forestry England is undertaking early market engagement for a proposed infrastructure project at High Lodge Forest Centre (https://www.forestryengland.uk/high-lodge) – one of our flagship visitor sites, attracting over 500,000 visitors annually. We intend to connect the site to the mains sewer network, approximately 2.4 km from the current discharge point. A Section 106 agreement with Anglian Water is already in place, and a preferred route for the connection has been identified. We anticipate delivering the project during 2026/27. At this stage, we are seeking expressions of interest and feedback from the market on the most suitable procurement approach. In particular, we would welcome an indication of whether your organisation would be interested in tendering for: - Design only (would not the subsequently be allowed to undertake the construction works) - Construction only - Combined Design & Build Please email commercial.services@forestryengland.uk (FAO Claire Hodges) confirming your interest & ranking which of the option(s) above you would prefer in your response. Please note, that this is an initial market engagement exercise only; full tender documentation will be issued separately should the opportunity progress to a formal procurement stage.
