Summary of the contracting process

Somerset Council is buying a secure, hosted and fully supported web-based information and case management system for professionals supporting people affected by substance misuse. It must support use across multiple agencies, helping the professionals involved in clients’ support to work with case information. This is a software and information-systems requirement for Somerset’s drug and alcohol service, which is commissioned by the council and provided by Turning Point. The service operates across the county through three hubs and outreach at community hubs and other sites, and works with health and related services. Its work includes specialist support for groups such as rough sleepers, people involved in the criminal justice system, young people and their families. The system will be used in Somerset.

Somerset Council invited offers through an open competitive flexible procedure under the Procurement Act 2023. Suppliers could submit questions until 12 noon on 23 October 2026; bids were due by 12 noon on 9 November 2026. The decision was expected by 4 December 2026. The estimated contract value is £400,000 excluding VAT (£480,000 including VAT). The initial contract runs from 1 January 2027 to 30 June 2030, with system go-live estimated for 1 July 2027. The council may extend the contract twice, by 24 months each, potentially to 30 June 2034. Price accounts for 50% of evaluation, quality 45% and social value 5%. Optional system enhancements may also be added.

This requirement suits software suppliers able to provide a secure, hosted web-based case management platform and deliver ongoing support. The system needs to serve professionals across multiple agencies involved in substance-misuse support, so suppliers should be able to accommodate collaborative use in a service operating through hubs, community outreach and links with health and related services. Experience with information systems used to support client casework would be relevant to the intended use. Somerset Council has identified the opportunity as suitable for small and medium-sized businesses. Optional enhancements to the system may provide scope for suppliers able to develop or integrate additional services. The requirement concerns a county-wide specialist service, rather than a single-site installation.
