Summary of the contracting process

North Lincolnshire Council is seeking contractors for highway construction, repair and maintenance across three workstreams: civil engineering works covering bridges, structures, drainage, street lighting, traffic and safety schemes, barriers, signals and active travel; surface treatments such as road recycling, surface dressing, micro-asphalt, slurry sealing, high-friction surfacing and asphalt re-texturing; and surfacing works including reconstruction, planing and inlay, patching and overlays. The work is classified as civil engineering construction (CPV 45200000). Delivery is in North Lincolnshire and Lincolnshire. The framework can also be used by eligible public bodies in Yorkshire and Humber and Lincolnshire, including councils, schools and academies, police and emergency services, NHS organisations, registered charities, town and parish councils, and community groups.

The council invited offers through an open procedure for a framework agreement, with contracts awarded either with or without a further competition. The procurement is divided into three lots: civil works, surface treatment and surfacing. The stated total estimated value is £80 million excluding VAT (£108 million including VAT); individual lot values are £27 million, £27 million and £54 million respectively, including VAT. The initial contract period runs from 1 April 2027 to 31 March 2029, with an option to extend by up to 24 months, to 31 March 2031. The deadline for enquiries was 23 November 2026 at 12:00, and the submission deadline was 30 November 2026 at 12:00. Evaluation for each lot weights cost at 60%, quality at 30% and social value at 10%.

This opportunity suits civil engineering and highways contractors with the capability to deliver construction, repair and maintenance work across structures, drainage, lighting, traffic systems and active travel, as well as specialist road-treatment and surfacing firms. Businesses may target the lot matching their expertise rather than covering every workstream. The framework’s scope spans varied maintenance and construction activities, so suppliers should be able to demonstrate relevant technical quality and delivery capability alongside competitive pricing. Social value is also assessed, making credible social-value commitments relevant to bids. The lots are identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, supporting participation by smaller and mission-led suppliers as well as larger contractors. Framework access extends to a range of public bodies across Yorkshire and Humber and Lincolnshire.
