Summary of the contracting process

The Mayor and Commonalty and Citizens of the City of London are initiating a tender for the "Measured Term Contract 2026" aimed at establishing a multi-lot Works Framework. This procurement process falls under the "works" category and is currently in the planning stage as of March 2026. The initiative targets cyclical replacement, refurbishment and improvement projects across the City of London Corporation's diverse property portfolio, including operational, institutional, heritage, commercial, and residential buildings both within and outside the City boundary. The framework allows projects valued up to £3 million per instruction, with a deadline for initial engagement on 1 April 2026. Businesses may anticipate the start of the contract period by 1 April 2028 and its conclusion by 31 March 2031, with the potential for renewal until 2037. Responsible Procurement principles such as environmental sustainability and ethical supply chain management are essential to the framework's delivery.

This tender provides substantial opportunities for businesses specialising in construction, building, and refurbishment, supported by the framework agreement structure. Small to medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are deemed suitable to participate in this tender, benefiting from mini-competitions and, where justified, direct awards. It emphasises mechanical and electrical installations, fabric repairs, internal refurbishment, energy efficiency, and lift enhancements, involving diligent project execution. The City of London Corporation reserves the flexibility to employ alternative procurement methods, offering diverse engagement avenues for eligible businesses striving for growth through strategic infrastructure projects. Firms operating in regions like the UKI should particularly consider this opportunity to expand their operational footprint while contributing to significant urban development activities.
