Notice Description
The renewal of VMWare Licenses, Support & Maintenance ensuring that all Council on premises systems and services continue to operate without disruption.
Procurement Information
The urgency arises from external vendor decisions and market changes, not from delay, poor planning, or inaction by the Council. The Council could not have reasonably foreseen: * The scale of the price increases * The mandatory move from perpetual licenses to subscription-only licensing * The restriction of pricing visibility to approximately 60 days before renewal * The removal of commercial flexibility previously available through the reseller market These factors materially constrained the Council's ability to plan, budget, or undertake a competitive procurement in advance of contract expiry.
