Summary of the contracting process

The Gambling Commission, located in Victoria Square House, Birmingham, United Kingdom, is currently in the planning stage for the procurement process concerning corporate services IT for HR and finance. This initiative is classified under IT services and software packages and aims to acquire an integrated system encompassing HR, learning management, payroll, finance, and commercial functionalities. As of 5 March 2026, the commission is engaging suppliers in a preliminary market engagement phase to shape the requirements of this procurement. Suppliers are encouraged to participate in this exercise by 9 April 2026, providing insights on suitable systems for public sector integration and influencing the Commission's approach towards implementation options and cost models. Future notices are expected to be published in October 2026, providing further details as the process advances towards formal tendering.

This procurement presents a significant opportunity for businesses specialising in IT services, software development, and integrated system solutions that cater to the public sector's specific requirements, such as statutory compliance, governance, and efficient lifecycle management. Small to mid-sized enterprises that focus on these areas and possess proven solutions within the UK public sector are well-suited to take part in the engagement process. By contributing to this preliminary phase, businesses can establish themselves as potential strategic partners for the Gambling Commission and gain insights into upcoming opportunities for collaboration and development in public sector IT procurement.

Notice Title

Pre-Market Engagement - Corporate Services IT (HR and Finance)

Notice Description

The Gambling Commission, an Arm's-Length Body with approximately 400 employees, is commencing early market engagement to inform the potential procurement of an integrated HR, Learning Management System, Payroll, Finance and Commercial system. Our organisation operates in a regulated public sector environment and requires systems that support accurate statutory compliance, strong governance, and efficient end-to-end processes across the employee and financial lifecycle. We are particularly interested in solutions already proven within the UK public sector. This expression of interest is issued solely for market engagement purposes. This is not a call for competition. The purpose is to: - understand the maturity, capability and market availability of systems suitable for small to mid-sized public bodies - assess whether a single integrated platform or a modular "best-of-breed" approach is more suitable - identify functional, technical and commercial considerations that should shape a future procurement - explore implementation options and indicative cost models Suppliers with relevant HR, payroll, learning management, finance and/or commercial/procurement systems are invited to participate.
