Summary of the contracting process

Hampshire County Council, through its County Supplies business unit, established a framework for the supply and installation of curtains, blinds, flooring and entrance matting. The requirement is divided between window furnishings, including curtain fabrics, rails and interior, textile, Venetian and vertical blinds, and floor coverings, including solid, parquet and wood flooring, carpets, mats and rugs. The framework serves Hampshire County Council’s internal and external customers, Central Buying Consortium members, educational establishments, other public-sector bodies and registered charities. Delivery covers the East Midlands, West Midlands, East of England, South East and South West of England. It is a re-procurement of an earlier curtains and blinds framework, expanded to include flooring and entrance matting.

The procurement is complete and has been awarded through an above-threshold open procedure. It is a framework using direct awards and competitions between framework suppliers. Lot 1 covers curtains and blinds; its estimated value is £1.3 million excluding VAT (£1.56 million including VAT). Awards were made on 14 April 2026 to 1st Waterside Limited, Bridge Contract Solutions Limited, Custom Group Limited, Focus Furnishing, Solent Blind & Curtain Company Limited, VDL Southern Limited and Wyatt’s Tracks and Blinds Ltd, each at £185,714 excluding VAT (£222,856.80 including VAT). Lot 2 covers flooring and entrance matting, estimated at £4.7 million excluding VAT (£5.64 million including VAT). Crown Flooring Limited, DGK Flooring Ltd, JustFloors Ltd and Focus Furnishing each received an award of £1.175 million excluding VAT (£1.41 million including VAT). Contracts were signed on 1 May 2026 and run from 12 May 2026 to 30 April 2030. Evaluation used a quality questionnaire assessed pass or fail, weighted at 100%.

This procurement demonstrates recurring public-sector demand for suppliers able to survey, supply and install commercial curtains, blinds, flooring and entrance matting across a wide English operating area. Suitable competitors would need reliable product sourcing, installation capability and the capacity to serve council departments, schools, colleges, healthcare bodies, emergency services and other public-sector organisations through a framework. Window-furnishing specialists should be able to provide curtain systems, rails and multiple blind types; flooring specialists should cover solid, parquet, wood and other floor coverings, together with carpets, mats and rugs. The awarded supplier profile shows that small and medium-sized businesses can compete, including firms focused on either specialist lot or both areas. A credible future supplier would also need consistent service, resilient supply chains and the ability to manage customer-specific orders.

We are responsible for around 80% of all spend on Local Authority services in Hampshire, amounting to PS2.1 billion a year.
