Summary of the contracting process

Tees Valley Combined Authority bought services to continue the Visit Tees Valley website’s events data API. The supplier is responsible for automatically sourcing and aggregating relevant event information from third-party websites, then supplying it through an API feed for integration into the website. The purpose is to keep the site’s “What’s On” section current, relevant, comprehensive and engaging for users. This is a digital data management and website integration requirement, covering data collection, aggregation, API provision and ongoing support for the Visit Tees Valley service. The work is delivered for the Tees Valley area in England and is relevant to providers of event-data platforms, web APIs, data management and website integration services.

This completed below-threshold procurement used an open competition. The contract was awarded to Phylum Forge Limited trading as Data Thistle on 1 June 2026, for £36,000 gross (£25,646.88 excluding VAT). The contract was signed on 7 September 2026 and is active from 8 September 2026 to 1 March 2027, with three possible one-year extensions, allowing it to run until 1 March 2030. The tender deadline was 20 March 2026 at 12:00, and enquiries closed on 13 March 2026 at 12:00. There was one lot. Evaluation gave 80% to quality questions and 20% to price. Eleven bids were received, with seven reaching the final stage.

The award demonstrates demand from a regional tourism authority for a managed events-data service that can gather information from multiple third-party websites, maintain a reliable and comprehensive data feed, and integrate it directly into a public-facing website. Suppliers well placed for similar work would combine API design and operation, automated web data sourcing, data aggregation, data quality management and web integration skills. They would need to show how event information can remain current, relevant and engaging, while supporting a live “What’s On” service. The competition attracted seven final-stage bids, all from SMEs, indicating that the requirement can be delivered by a focused specialist rather than only by a large technology integrator.
