Summary of the contracting process

Defence Equipment and Support, part of the Ministry of Defence, procured contractor logistic support for the Tactical Network Design Station (TNDS). TNDS is a suite of five to six secure, high-performance workstations running the UK Network Design tool. The service supports importing, generating and exporting Link 16 network designs and producing the legacy Common File Format load files needed by UK and partner-nation platforms. The requirement covers software and equipment support for a defence and security communications system used by the UK Joint Data Link Management Office to design, validate and distribute network load files. Delivery is across the United Kingdom. The procurement is for data network management and support services.

The procurement is complete and was awarded to Enterprise Services Defence and Security UK Ltd. The Ministry of Defence signed the contract on 28 July 2026, with the contract running from 1 August 2026 to 31 July 2030. The awarded value is £2,537,291.14 excluding VAT, or £3,044,749.37 including VAT. The procurement was a direct award under the defence and security regime, justified by single-supplier technical reasons and operational defence and security considerations. The supplier developed the bespoke Microsoft Windows-based TNDS software and has maintained and supported it to date. The requirement was therefore directed to the existing contractor because delivery depends on its proprietary information, technical documentation, tools and know-how. The original estimated value was £2,000,000 excluding VAT.

This requirement indicates demand for specialist support of secure defence network-design systems, particularly software and workstation environments supporting Link 16 network planning and legacy Common File Format outputs. A credible future competitor would need deep knowledge of the relevant proprietary or highly specialised technical environment, secure systems support capability, and experience maintaining high-availability operational technology. The required service standard is demanding: at least one fixed and three fully functioning remote workstations must remain available, while technical queries require initial responses within 48 hours, or 24 hours for urgent priorities, and final responses within ten business days. The supplier must also produce accurate meeting minutes and action logs within ten business days, incorporate authority comments within five business days, and support a system relied on for more than 300 platforms across 20 platform types.

Notice Title

Provision of Contractor Logistic Support for the Tactical Network Design Station (TNDS)

Notice Description

The TNDS is a suite of 5 - 6 secure, high performance modern workstations that host the UK Network Design tool. They operate TNDS software, this enables the output of the many necessary file formats to enable inclusion of assets into member networks. TNDS remains essential for generating legacy Common File Format (CFF) load files required by platforms to operate alongside partner nations, safely. This requirement will endure, and continue to rely on CFF until at least 2030.

Procurement Information

The Situational Awareness Command and Control (SACC) Delivery Team, part of the UK Ministry of Defence (MoD), intends to award a contract with Enterprise Services Defence and Security UK Limited (the Contractor), which is a wholly owned subsidiary of DXC Technology, for the provision of Contractor Logistic Support to the Tactical Data Link Network Design Station (TNDS). The TNDS is a bespoke Microsoft Windows-based software system developed and maintained by Enterprise Services Defence and Security UK Limited. It is used to import, generate and export Link 16 Network Designs for United Kingdom (UK) and visiting overseas-platforms with Link 16 capability. UK Joint Data Link Management Office (JDLMO), as the operating authority for UK TDLs, relies on TNDS to design, validate, and distribute network load files for over 300 platforms across 20 platform types. In order to perform MOD's requirement, it is necessary to have access to the proprietary information, technical documentation, tools, and know-how to which the Contractor has access. The original software suite was designed over two decades ago by the Contractor who has supported, updated and maintained the tool to date. For these reasons, MOD considers that it is necessary to direct award the contract to the Contractor.
