Summary of the contracting process

The Ministry of Defence is organising the procurement of services titled "LGBT Restorative Measures Communications - UK4". This tender focuses on designing and implementing a national communications campaign to raise awareness among LGBT veterans about restorative measures after a historical ban in the Armed Forces. The procurement process is at the tender stage with key deadlines for submission of Expression of Interest set for 20 March 2026. Tender submissions and evaluations will culminate with an award decision estimated by 28 April 2026. Located in Glasgow, the buying organisation is under the public authority category, aiming to commence the contract by late April, valuing services with a gross budget of GBP 60,000, focusing on advertising campaign services.

This tender presents a significant opportunity for businesses specialising in communication strategies, particularly those adept in engaging hard-to-reach cohorts and employing trauma-informed and inclusive methods. Companies with experience working with Government Communications Services and executing campaigns targeting older populations or those under digital-served areas will find this chance rewarding. This open competition, below threshold, invites specialists in advertising services to leverage their expertise in reaching marginalised groups, offering scope for expanding their portfolio and gaining recognition within public sector communications. Businesses eager to engage in transformative campaigns on behalf of governmental bodies will benefit from participating in this procurement process.

Notice Title

LGBT Restorative Measures Communications - UK4

Notice Description

The Ministry of Defence (MOD) has a requirement to conduct an advertised bespoke competition to appoint a supplier to design and implement a national communications campaign. The campaign will aim to raise awareness of the LGBT Restorative Measures available to veterans affected by the ban on LGBT personnel in the Armed Forces (1967-2000). This initiative seeks to ensure maximum outreach and encourage eligible veterans to apply for the schemes, which will close at 23:59 on 12 December 2026. The campaign specifically aims to engage hard-to-reach LGBT veterans, including those who may be reluctant to engage with the MOD or Armed Forces due to historical experiences or mistrust. Requirements: Given the time-critical nature of this requirement, the appointed supplier must confirm their ability to: - Commence work immediately upon contract award. - Dedicate full-time resources to the delivery of the campaign. Submission of Expression of Interest (EOI) Interested organisations are required to submit an Expression of Interest (EOI) that includes the following: 1. A maximum 1,000-word statement detailing: - Relevant experience, including organisations worked with, results achieved, and dates. - Demonstrated experience in using Government Communications Services (GCS) best practice. 2. Supporting evidence (no word limit), which will include: - A case study of a successful campaign targeting a hard-to-reach cohort, including: - Challenges faced. - Non-traditional methods used to engage the audience. - Measurable outcomes, with a particular focus on reaching an older cohort who do not engage with digital media or online platforms. - Evidence of communication methods used to reach the cohort, with an explanation of why these methods were successful. - Evidence of expertise in trauma-informed and inclusive communications for sensitive and marginalised cohorts. Evaluation and Downselection All submitted EOIs and supporting evidence will be evaluated by the Authority. Following this evaluation, suppliers will be downselected to maintain the tender list at a manageable level. Key Dates Deadline for Submission of EOI and Supporting Statements: 23:59 on 20 March 2026. NOTE: Suppliers MUST provide a clear statement alongside their EOI to this advert. If a supplier fails to do so, they will not be issued with an Invitation To Tender. Invitation to Tender (ITT) Issue Date: Downselected suppliers will be issued with an ITT by 23:59 on 26 March 2026. The ITT will be issued through the Defence Sourcing Portal. Clarification Questions Window: Clarification questions to the UK4 Notice must be submitted by 11th of March at 23:59. All enquiries should be submitted to Sanjay.Kottegoda100@mod.gov.uk. Suppliers will have a short window to submit clarification questions to the ITT, which will close at 23:59 on 1 April 2026. The Authority will respond to all clarification questions by 23:59 on 7 April 2026. Final Tender Return Date: 23:59 on 13 April 2026. Award Decision Date (Estimated): 28 April 2026.
