Summary of the contracting process

Lincoln College Group procured works to install air-source heat pumps and carry out associated electrical upgrades at the Abbey, Friary and Temple Buildings in Lincoln. The requirement formed part of the Salix Public Sector Decarbonisation Scheme Phase 4 and was intended to improve the buildings’ heating and electrical systems. The main work category was heating, ventilation and air-conditioning installation. Lincoln College Group was the buying organisation, with In-Tend Ltd facilitating the procurement process. Delivery was confined to the three named college buildings in Lincoln. The opportunity was therefore aimed at contractors able to undertake building-services works combining heat-pump installation with electrical upgrades in an occupied or operational education estate.

The process reached tender: Lincoln College Group invited offers using an open procedure. The tender submission deadline was 24 April 2026 at 12 noon, and the planned award decision date was 11 May 2026. The contract period was 29 June 2026 to 27 August 2027. One lot was used, and the lot was marked suitable for small and medium-sized enterprises. Evaluation was weighted 70% to price and 30% to quality. Electronic submission was allowed through the In-Tend Education Portal, with bids accepted in English. The published gross procurement value was £0, while the lot gross value was recorded as 0 AED. The procurement was cancelled after the tender process because quotations received showed that delivering the required works significantly exceeded the available project budget, making the project financially unviable.

This requirement suited building-services contractors with the practical capability to design, supply, install and commission air-source heat-pump systems, alongside the electrical works needed to support them. Businesses with experience coordinating mechanical and electrical upgrades across several buildings would have been well placed, particularly those able to manage interfaces, sequencing, testing and handover in a college environment. The 70% price weighting favoured firms able to submit a competitive, well-costed offer, while the 30% quality weighting required a credible delivery approach and evidence that the works could be carried out effectively. The stated SME suitability made the opportunity relevant to smaller specialist contractors and larger firms with the necessary heating, ventilation, air-conditioning and electrical capability.
