Provision of Scaffolding Services
Notice Description
IDS seeks to appoint a single scaffolding contractor to provide safe, compliant, and responsive scaffolding and temporary access services across its residential property portfolio. The scope includes design (where TG20 compliance is not applicable), erection, hire, inspection, adaptation, dismantling, and related protection measures for planned works, responsive repairs, emergency make-safe activity, and minor ad-hoc roofing/gutter repairs delivered by the appointed contractor's operatives. Services must comply with TG20:21, BS EN 12811, and the Work at Height Regulations, and be delivered within occupied residential environments with robust resident protection, customer care, and performance reporting. The contract term is 2 years with an option to extend by 1 year, subject to satisfactory performance and agreement.

Lot 1
Renewal: The Contract may be extended for a further period of up to one year beyond the initial term. Any extension will be at the sole discretion of the Client and will only be granted where the Contractor's performance during the initial contract period has been assessed as satisfactory. The Client will confirm any decision to extend the Contract in writing before the end of the initial term, and all terms and conditions of the Contract will remain unchanged during the extension period unless otherwise agreed in writing by both parties.
Planning Information
IDS is committed to ensuring a transparent, fair, and consistent procurement process. Before the publication of the Tender Notice, IDS will undertake proportionate supplier engagement to understand market capacity, capability, risk, and pricing drivers relating to the provision of scaffolding services. Engagement will be conducted in line with the Procurement Act 2023. Suppliers are welcome to contact the IDS Procurement Manager at procurement@ids.org.uk for questions regarding the procurement process or specification requirements. Where required, a Teams meeting will be scheduled to enable the process. Following completion of market engagement activities, IDS will publish a UK4 Tender Notice to formally launch the procurement. All required tender documents, including specification, pricing schedule, terms and conditions, evaluation criteria, and submission instructions, will be available online free of charge. Suppliers who do not engage in this process are still eligible to participate in the procurement.
