Summary of the contracting process

The Scottish Police Authority procured professional building surveying services for an ad hoc programme of 3D estates surveys across its property portfolio. The work covers comprehensive building documentation using visual and laser-scanning technologies, with survey information hosted on an integrated, secure cloud-based visual platform. Users must be able to capture, store, share, annotate and use as-built visual records, including photographs, UAV or drone imagery and 3D walkthroughs. This is a specialist building services requirement (CPV 71315000), delivered across the Authority’s Scottish property estate. The requirement is intended to support the Authority’s property and estates information needs through accessible, accurate digital records rather than conventional survey reports alone.

The procurement has been awarded following an open procedure. The contract was signed on 17 August 2026 with Digital Reality Corp Limited, an SME, at a value of £1,500,000. The initial contract period is 1,080 days, with an option for the Authority to extend it by two further periods of up to 12 months each. The tender deadline was extended from 8 April 2026 to 22 April 2026 to accommodate the Easter bank holidays; bids were opened at the revised deadline. Evaluation allocated 60% to quality and 40% to price. One lot was used. Thirteen electronic bids were received, including 12 from SMEs. Electronic ordering and payment apply, and electronic invoicing is allowed.

This opportunity demonstrates established demand from the Scottish Police Authority for specialist digital estates surveying, combining 3D laser scanning, visual documentation, photography, UAV or drone capture, 3D walkthroughs and secure cloud hosting. A credible future competitor would need to deliver surveys consistently across a dispersed property portfolio, operate and support an integrated visual information platform, and produce reliable as-built records that users can search, share and annotate. The requirement also favours suppliers able to demonstrate robust quality management and health and safety arrangements, either through recognised certification or documented policies. Strong financial resilience and appropriate insurance capacity would be important, alongside the operational capability to manage ad hoc orders and variable volumes.
