Summary of the contracting process

North West Anglia NHS Foundation Trust procured works for the partial demolition and refurbishment of the Service Wing at Hinchingbrooke Hospital. The building contains reinforced autoclaved aerated concrete (RAAC) panels. The appointed contractor was expected to take responsibility from RIBA Stage 4 design through to completion, beginning with validation of the RIBA Stage 3 designs and agreement of the RIBA Stage 4 design. The procurement is complete and has been awarded following an open procedure. Four bids were received and three reached the final stage, including two from SMEs. The award was made on 10 June 2026 to Construct Building Services Ltd for £3,786,487 excluding VAT (£4,543,784.40 including VAT). The standstill period ended on 1 July 2026. The contract was signed on 31 July 2026 and is active from 31 July 2026 to 18 April 2028. The original estimated lot value was £10,600,000 excluding VAT (£12,720,000 including VAT). Evaluation weighted technical quality at 65%, commercial cost at 25% and social value at 10%. Eligibility required experience working with RAAC materials. The contract was awarded as a single lot.

This award shows that the Trust values contractors able to manage complex enabling works in an occupied healthcare setting, rather than treating demolition as a standalone activity. A credible future competitor would need demonstrable experience handling RAAC materials safely, coordinating phased demolition and refurbishment, and taking design responsibility from RIBA Stage 4 through construction completion. Capability in healthcare or other live operational environments would be relevant, alongside robust arrangements for protecting staff, patients, visitors and ongoing hospital services. The requirement also favours firms able to combine building refurbishment, demolition, site preparation and road construction, while controlling interfaces with a major new-build programme. Strong technical delivery, competitive commercial management and a clear, measurable social-value offer were central to the assessment.

Notice Description

This tender is for the partial demolition of a Service Wing at Hinchingbrooke Hospital that includes Reinforced Autoclaved Aerated Concrete (RAAC) panels. The winning bidder will take ownership from RIBA stage 4 through to completion of work. Initial works will include the validation of the RIBA3 designs to an agreed RIBA4 design. The works include the refurbishment of existing facilities to accommodate staff movement. Following the refurbishment the building will require demolition in accordance with the Trust phasing plan provided in the tender pack. A final element of the works will involve the construction of a new road to connect current roads. All of the above works will take place in a live hospital environment. This work sits within the enabling works for the Hinchingbrooke Hospital new build so it is vital that the programme dates are achieved as planned to avoid any delays to construction of the main build. This is part of the NHS England New Hospitals Programme (NHP) so there will be a delay of 5 weeks between notification of outcome to bidders and commencement of contract due to sign off of the business case by NHP.
