LCIV intends to award the bridging contract directly under section 41 of the Procurement Act 2023 on the basis that a Schedule 5 single supplier justification applies Rationale and Evidence (Single Supplier) The evidence that only Mirador Solutions Limited can deliver within the bridging window includes: Continuity of technical knowledge of the FARO codebase, architecture, environments and deployment pipeline. Disproportionate time, cost and delivery risk associated with onboarding a new supplier mid-delivery and transferring partially complete artefacts.
