Cryptoasset Investigation Services
Notice Description
His Majesty's Revenue and Customs (HMRC) are inviting suppliers to participate in a pre-market engagement exercise, to gather insights into Cryptoasset Investigation Services. HMRC are seeking to tackle the exploitation of cryptoassets being used to facilitate laundering or launder the proceeds of HMRC predicate offences. The list of non-exhaustive services under consideration are as follows: Licenses to tracing software - specialist commercial SaaS tools to provide investigative, analytical and evidential capabilities to HMRC. Blockchain forensic investigative support - access to expert investigators for support handling the complexity of modern crypto-enabled crime, combating new and innovative criminal techniques, and supporting case work including developing courtroom-grade evidence Application Programming Interface (API) calls - APIs that allow investigators to query blockchain data at scale, automatically, and in real time These products/services are expected to be key enablers to delivering the following capabilities: Automated triage Deep forensic analytics Cross-chain tracing Attribution and risk scoring Bulk data and API handling Investigative support Advanced visualisation Alerts and proactive intelligence Secure, compliant operation Training, mobile triage support and administrative oversight HRMC are considering procuring two contracts from a single procurement approach (each with 2+1 contract length). The contracts are distinguished by their volumes: Contract 1: Provides per annum 55 licenses, 550 hours of investigative support, core training for a minimum of 55 people and advanced training for a minimum of 15 people. Total estimated value (over three years): 2.28m excluding VAT, 2.74m including VAT. Contract 2: Provides per annum 20 licenses, 200 hours of investigative support, core training for a minimum of 20 people and advanced training for a minimum of 15 people. Total estimated value (over three years): 1.14m excluding VAT, 1.37m including VAT.
Planning Information
1. Background His Majesty's Revenue & Customers is the UK's tax, payments and customs authority, and we have a vital purpose: we collect the money that funds the UK's public services and help families and individuals with targeted financial support. Cryptoasset Investigation Services is used by HMRC's Fraud Investigation Service (FIS) and our Risk and Intelligence Service (RIS). FIS is responsible for the department's civil and criminal investigations into the most serious fraud and wrongdoing. RIS's primary role is to enable HMRC to understand and manage the risks to the tax system. The purpose of this exercise is to engage the industry and gather market insights that will help us shape a potential procurement, including the refinement of market capability, capacity and appetite. Your engagement will help us to ensure any future agreement is fit for the future. This Preliminary Market Engagement Notice is issued for notification purposes and does not constitute a formal tender or pre-qualification process, nor does it represent a commitment to procure any goods or services. Parties should note participation in pre-market engagement will not influence or provide advantage in any future procurement, and that the scope, services, values, and timelines referenced are indicative only and subject to change. Note the procurement may not go ahead in this and/or any format, and any procurement is subject to relevant internal approvals. 2. Further details for registering for this Preliminary Market Engagement and and participating in any future procurement Part A - register on HMRC SAP Ariba This Preliminary Market Engagement and any future procurement relating to this engagement will be conducted by way of an e-Sourcing event using HMRC's SAP Ariba e-Sourcing portal. You must ensure you are registered with the e-Sourcing portal to gain access to this Preliminary Market Engagement and any future procurement documentation if it is released, which will contain full details of any future requirement. If you are not already registered, the registration link is; http://hmrc.sourcing-eu.ariba.com/ad/selfRegistration As part of the registration process you will receive a system generated email asking you to activate your SAP Ariba supplier account by verifying your email address. Once you have completed the activation process you will receive a further email confirming the 'registration process is now complete' and providing you with 'your organisation's account ID' number. If an email response from HMRC is not received within one working day of your request, please re-contact; sapariba.hmrcsupport@hmrc.gov.uk (after first checking your spam in-box) notifying them of non-receipt and confirming the date when your registration request was first made. Part B - receiving further information Once you have obtained 'your organisation's account ID' number, please email ruth.whiteside@hrmc.gov.uk with the following information: - Sourcing Request number (the reference number at the start of this document) - Your organisation's HMRC SAP Ariba account ID - Your organisation name - Your name - Your email address - Your telephone number Once you have complied with the above, you will receive materials for this Preliminary Market Engagement and an email confirming access to any future procurement event if it is built. Additionally, should HMRC have any further questions for interested Suppliers prior to the event being published (in terms of market engagement and requirement development), the above provided contact details will be used. Further information about HMRC's procurement tool SAP Ariba, a suppliers guide and general information about supplying to HMRC is available on the HMRC website: www.hmrc.gov.uk/about/supplying.htm If you have already registered on SAP Ariba then you may also need to re-register on HMRC's SAP Ariba to be added to this event. 5.Further details on registering for public procurements Suppliers who wish to participate in public procurements are required to register on the Government's Central Digital Platform (CDP).
