Summary of the contracting process

HM Revenue & Customs (HMRC) is procuring cryptoasset investigation services for its Fraud Investigation Service and Risk and Intelligence Service. The work is intended to help investigate cryptoassets used for laundering and laundering proceeds from HMRC predicate offences. Services include licences for commercial software to trace and analyse cryptoassets, specialist blockchain forensic investigators, and application programming interfaces for automated, real-time querying of blockchain data. Suppliers must also provide solution training and core and advanced training for HMRC investigators. The services are expected to support automated triage, cross-chain tracing, forensic analysis, attribution and risk scoring, bulk data handling, visualisation, alerts and intelligence, and secure, compliant operations. Delivery is across the United Kingdom.

HMRC invited tenders through an open procedure for two separate contracts, with suppliers able to bid for either or both but limited to one award. Questions were due by 26 October 2026 at 5pm; bids by 9 November 2026 at noon. The expected award decision date was 18 January 2027. Each contract is planned for two years from 2 April 2027 to 1 April 2029, with an HMRC-only option for a further 12 months and volume changes of up to 15% at the start of each contract year. Lot 1 covers 55 licences, 550 investigative-support hours, 2 million API calls and training for up to 55 core and 12 advanced learners; estimated value is £2,622,000 excluding VAT. Lot 2 covers 20 licences, 200 hours, 1 million API calls and training for up to 20 core and 9 advanced learners; estimated value is £1,311,000 excluding VAT. Evaluation weights technical questions 50%, demonstrations 30%, management 10% and social value 10%; compliance is pass/fail.

This opportunity suits suppliers combining cryptoasset tracing software or data services with specialist blockchain investigation and training capabilities. HMRC is seeking operational and technical strength in automated triage, deep forensic analytics, cross-chain tracing, attribution, risk scoring, high-volume API handling, investigative support, visualisation and proactive intelligence, with secure and compliant delivery. Bidders need to show financial capacity and minimum financial standing, and demonstrate technical facilities or measures for UK GDPR compliance. They must provide three examples of contracts delivering similar services. Technical responses will cover operational capability, technical and specialist enablement, delivery and capability development; bidders should also be ready to demonstrate their solutions and explain contract management and social value commitments. Both lot sizes are identified as suitable for small and medium-sized businesses, and suppliers may choose the scale that matches their delivery capacity.
