Summary of the contracting process

Sandwell Metropolitan Borough Council procured a Tier 2 adult weight management service for residents of Sandwell, classed as community health services. The provider delivers a structured 12-week behavioural programme for adults who are overweight or living with obesity, supporting sustainable weight loss and improved health. The service combines nutritional education, physical activity, behaviour-change support and regular monitoring of weight, waist circumference, body fat percentage, lifestyle changes, engagement and completion. Delivery takes place through leisure centres, using group sessions led by trained personal trainer coaches, with individual support where appropriate. Eligible residents enter through agreed referral routes, including primary care, public health services and self-referral where suitable. The council requires delivery in line with national guidance, including NICE guidance on overweight and obesity management.

The procurement is complete and was awarded on 10 March 2026 through a direct, below-threshold procedure without competition under the light-touch regime. Two awards were made for the single requirement: Sandwell Leisure Trust trading as KORE Sandwell was awarded £200,805 excluding VAT (£240,996 including VAT), and Places Leisure, operated by Places for People Leisure Limited, was awarded £78,650 excluding VAT (£94,380 including VAT). Both awards cover 1 April 2026 to 31 March 2027, with an option to extend for up to a further 12 months. The resulting contract with KORE Sandwell was signed on 19 April 2026, runs from 19 April 2026 to 18 April 2027, and is valued at £182,750 excluding VAT (£219,300 including VAT), with an extension option to 18 April 2028. The award basis was direct appointment rather than competitive evaluation.

This requirement suits leisure, community health and public health providers able to run structured adult weight management programmes through accessible leisure-centre facilities. Credible suppliers need trained personal trainer coaches, including at least Level 3 training and Level 4 personal training capability for safe exercise involving diabetes and obesity. They also need practical expertise in nutrition, physical activity and behaviour change, together with the capacity to manage group cohorts and provide individual support when appropriate. Experience of working with referral pathways involving primary care and public health services would support delivery. Providers must be able to follow NICE guidance and operate reliable systems for participant monitoring and outcome reporting, covering engagement, completion, waist circumference, body fat percentage and 5% weight-loss outcomes. The awarded suppliers demonstrate demand for coordinated leisure-based health services in Sandwell.
