Summary of the contracting process

Tower Hamlets is procuring a main works contractor for the redevelopment of the cleared Albert Jacob House site in London. The scheme will provide 53 homes for affordable rent, five retail units and approximately 350 square metres of flexible Class E commercial space at ground-floor level. The works also include communal landscaped areas and wider public realm improvements. The former office building has already been demolished. The development will run from ground to ninth floor and has been designed to meet current requirements for a high-risk building under the Building Safety Act. This is a construction works opportunity, covering delivery of the new mixed-use development and its associated external and public realm works.

The process has reached tender: Tower Hamlets invited offers through an open procedure. Bidders must submit through the London Tenders portal and be registered on Proactis/Due North. The deadline for enquiries is 1 September 2026 at 5pm, and the deadline for offers is 11 September 2026 at noon. The contract period is 9 November 2026 to 8 November 2028, with the award decision due by 3 November 2026. The estimated value is £30,911,821 excluding VAT, or £37,094,185.20 including VAT. There is one lot, and the evaluation allocates 50% to quality, 10% to social value and 40% to price. The tender is above the applicable threshold.

This opportunity suits an established main works contractor able to deliver a substantial mixed-use residential and commercial development, including high-rise or high-risk building work subject to Building Safety Act requirements. Suppliers should be able to demonstrate the legal, financial and technical capacity required by the Invitation to Tender. The scope is suitable for small and medium-sized enterprises, so smaller contractors with the necessary delivery capability may compete. Relevant strengths include managing multi-storey residential construction, commercial space, landscaped communal areas and public realm works as one coordinated project. Bidders should also be prepared to address quality and social value, which together account for 60% of the evaluation. Contractors should allow for potential legislative change and material-price fluctuations.
