Summary of the contracting process

The procurement process initiated by Sheffield Hallam University seeks to appoint a Project Support Partner (PSP) under an active tender aimed at supporting minor works and estate improvement projects. This tender involves a framework agreement with a total estimated value of £4,500,000 (net) and is conducted under an open and competitive flexible procedure. The deadline for submission is set for 7th August 2026, with a prior enquiry period closing on 24th July 2026. The procurement falls under the services category, specifically architectural and construction-related services, to be executed within the United Kingdom, particularly in the UKE region. The awarded contract is expected to commence on 1st December 2026 with the period extending until 2030, including a potential two-year renewal.

This tender presents substantial growth opportunities for businesses specialising in project management, cost management, and architectural services. Small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are particularly encouraged to participate, given their suitability for the specialised nature of the projects. The scope of work includes managing and executing maintenance, refurbishment, and workplace change initiatives across the university's estate, with project values ranging up to £3 million. Companies with expertise in NEC4 contract administration and those capable of providing specialist consultancy services will find this an attractive prospect for expanding their portfolio and expertise in the public sector realm.
